Key Responsibilities

• Support the implementation and continuous improvement of ADNOC's project portfolio governance framework covering project assurance, risk management, and performance optimization
• Collaborate with the Strategic Excellence team to update business manuals, procedures, and KPIs related to project quality and governance
• Act as the focal point for the Group Value Assurance Process (GVAP), ensuring proper implementation, compliance auditing, and issue resolution within project teams
• Participate in the design and development of framework agreements, technical evaluation criteria, and contracting strategies for third-party inspection agencies (TPIA)
• Contribute to the development and maintenance of the GVAP Manual and integrated project management system (IPMS) standards and guidelines
• Serve as Company Technical Authority (CTA1) for QA/QC standards and approve design concession authorizations under the technical authority framework
• Identify and manage departmental risks to ensure all risks are mitigated and maintained at ALARP levels
• Conduct governance and assurance audits on capital projects to identify gaps, improve processes, and optimize project quality management
• Develop stakeholder engagement plans (RACI) to ensure effective communication and alignment across departments and project teams
• Support ADNOC's strategic initiatives in developing unified framework agreements for TPIA services, including scope of work, pricing structures, and technical bid evaluation
• Ensure full compliance of project governance processes with ADNOC's corporate governance policies, legal, and regulatory requirements
• Support knowledge transfer and technical training of UAE nationals in project assurance, quality control, and governance disciplines

Ideal Profile

• Bachelor's degree in Engineering or equivalent field
• Minimum 9 years of experience in project management, risk, and governance within a large organization, preferably in the oil and gas industry
• Proven experience in project assurance, governance frameworks, and capital project portfolio oversight
• Strong understanding of project management systems, PMO frameworks, and quality assurance standards
• Experience conducting audits, risk assessments, and compliance reviews in project environments
• Knowledge of asset integrity, HSE, and value assurance processes
• Excellent communication, leadership, and stakeholder engagement skills
• Ability to manage multiple priorities in fast-paced and complex project environments
