JOB DESCRIPTION:
Privacy Legal Advisor is urgently required for a leading IT Vendor based in Doha, Qatar, for a long-term assignment up to 3 years with a government entity. The competent department of Personal Data Privacy Protection Law (PDDPL} was set up in 2018, with the mandate to supervise, regulate and develop the sector of Information and Communications Technology in the State of Qatar. A key function of the competent department is its regulation over the processing of personal data under the Qatari Personal Data Privacy Protection Law (PDPPL), which requires organisations in Qatar to ensure the protection of personal data and privacy of individuals. The competent department is the regulator empowered to enforce and supervise implementation of the PDPPL across Qatar. This role is a key component of the competent department workforce as it is implemented and starts executing its responsibilities as a regulator, while also taking a consultative approach towards organisations who seek more guidance in PDPPL implementation. As Privacy Legal Advisor, you will support the Compliance and Data Protection Department with the monitoring, interpretation, and enforcement of the requirements of the Qatari PDPPL. You will provide legal advice in a responsible and professional manner to various teams within the competent department. You will also provide advice regarding legal matters which have strategic implications for the effective regulation of data protection and privacy matters, including a good understanding of other local laws that may have a bearing or conflict with the PDPPL. By providing legal advice and guidance, you will support all teams within the competent department and other Legal units within the organization with their work ranging from the development of guidance which interprets the law to investigations into non- compliance with the law. QUALIFICATION:
  • Preferred] Current certificate to practice law in Qatar (or entitlement to obtain one).
  • University degree, law conversion certificate or higher education certificate in law.
  • Up to date and thorough knowledge of the Qatari legal system, Islamic and civil law codes.
  • Up to date and thorough knowledge of data protection law (in particular, Qatari Law no. 13 of 2016 and the EU GDPR). Experience providing reasoned legal advice, opinions and interpretations on complex issues to senior government employees that impact the development of government policy and enforcement.
  • Experience of liaising with courts/tribunals and other legal bodies for example the Attorney General\'s Office or the Public Prosecution.
  • Experience in data protection law enforcement.
  • The ability to deliver training and present to audiences from legal and non-legal backgrounds.
  • [Preferred] Data Protection certifications preferred, such as Certified Information Privacy Technologist (CIPT) and/or Certified Information Privacy Professional (CIPP).
  • 8 - 10 years in a legal function of an organization, preferably in the GCC at a government organization and in a managerial position.
