The Head of Operations shall be overall accountable for the management of operations of Master Community
and/or Community under the care of the organization. Management of JOPs must be compliant with Law No 06 of 2019 (Jointly Owned Property Law) and management of Master Communities under Decree 22 of 2009 of Trakhees, which includes but not limited to site operations and supervision, financial, general management, relationship management with Owners Committees, Owners, Occupants, Service Providers, and all other entities directly or indirectly contribute to the management and operation of the Community.
Responsibilities
Leadership and Operations Strategy and Financial management of OA Operations
Responsible for overall operations, administrative work, insurance submissions etc.
Ensure Governing Docs, Community Rules and Guidelines are being adhered to.
Provide operational and tactical assistance to teams at the Zone level to deliver best-in class community management and ensure that the communities and master communities remain attractive, comfortable, safe, fit for purpose and is consistent with community expectations and with relevant legislative controls and standards.
Ensure Control through the implementation of management processes and active strategic and tactical guidance to direct reports on community management and customer satisfaction.
Implement operational initiatives and produce recommendations
Overall review and sign-off of agreed on Scope of Work (SOW), approve contractors, ensure contractors are producing results desired.
Responsible for General & Technical Inspections. Put overall plan together to monitor Preventive, Reactive, Emergency, Planned Replacement Maintenance across all portfolios
Review technical reports by consultants and other experts and produce recommendations.
Responsible for assisting portfolio heads in annual budgets creation, submission, management, collections, and expenditure
Continuously seeks cost savings and company initiatives to decrease cost but increase service levels and output.
Manage Budgets to ensure financial health of the communities and lead on the debt control and collection initiatives to ensure that collection rates are maintained.
Review and oversee Reserve Fund Studies and asset life cycle planning.
Manage performance and ensure wellbeing of staff. Monitor KPIs.
Protect & enhance Brand.
Prepare & present annual business strategy and tactical plans for the operations department.
Establish departmental business processes and procedures.
Generate weekly & monthly reports indicating progress or
deficiencies all operational matters of the various Zones
Customer Service
Responsible for Customer request escalation management of all portfolio.
Being the final escalation point in the community management company.
When needed attend Owners Committee meetings, Customer meetings and represent the company at these events
Compliance Management
Liaise with RERA, Trakhees, DM, DCD, Dubai Police, Local Authorities etc.
Ensure legal mandates are followed
Ensure Quality Assurance and control in compliance with th approved standard and best practice.
Job Specifications
Minimum Qualification Degree in Engineering
Additional Qualification Master\'s Degree in Management or Engineering will be an added advantage
Additional Certifications Completion of RERA courses M-100 and CMCA designation preferred.
Technical Skills Any relevant technical skills.
Knowledge about. Comprehensive understanding of the Jointly Owned Property Law & Decree 22 of 2009.
Intermediate understanding of financial accounting and budgeting for JOPs.
IT Skills Proficient in Excel, Word, PowerPoint, MS Dynamic 365, CAFM and other IT
