Job Description
PRIMARY PURPOSE
Plan, manage, and lead all operations in Project Development for Dolphin Energy UAE. Ensure all projects are completed from data collation to project handover within approved parameters and aligned with industry best practices, Dolphin Energy guidelines, and stakeholder expectations. Aim to meet customer satisfaction and support the project\'s vision and business strategy. [Not translated in selected language]
RESPONSIBILITIES
- Develop strategies for implementing various project phases and executing philosophies to achieve project objectives, and then execute those strategies.
- Lead the development of the initial project concept document, scope, and feasibility study, in collaboration with the Planning team and TSD, for presentation to management.
- Manage a project development team including engineers, contractors, and suppliers to ensure successful project delivery.
- Contribute the project budget, in coordination with the cost estimation team, and monitor financial performance, to keep the business informed of anticipated costs/revenues and identify areas of unsatisfactory performance.
- Recommend improvements to departmental procedures and manage the implementation of instructions and controls for all project development activities, ensuring compliance with procedural/legislative requirements while delivering a quality and cost-effective service.
- Contribute in the design review process for consultant/contractor\'s concept, design, working drawings, specifications, tender documentation, and submittals, to ensure compliance with Dolphin Energy UAE standards and project briefs while meeting end-user requirements.
- Determine project resourcing, identify risks, and prepare contingency plans for improvement projects, to ensure that goals are achievable within required schedules and budgets.
- Contribute to cost estimation of materials, equipment, or labor to determine project feasibility.
- Manage the execution of free issued materials for LLI\'s in coordination with P&C.
- Lead vendor selection and ensure effective coordination with vendors for all aspects of project design and execution, to achieve successful project completion as per defined quality standards and guidelines, in coordination with P&C.
- Collect, validate, and analyze information on project progress against plan, highlighting key variances that require cross-functional resolution and maintaining senior executive confidence in project management and delivery.
- Manage and guide the team and contractors to successfully implement projects, achieving contractual milestones aligned with quality measures, within baseline schedules and allocated budgets.
- Oversee all technical aspects of project implementation, including engineering and construction, planning and execution, cost and schedule control, evaluation of alternatives in engineering design and construction methodologies, coordination of procurement, environmental, and third party permit issues, contracting, construction management, and commissioning activities, to ensure successful achievement of project objectives.
- Identify potential project execution risks and recommend viable mitigation measures to senior management at Dolphin Energy.
- Manage internal and external project interfaces and act as the company\'s representative with authorities and third parties for successful coordination and project implementation.
- Ensure effective communication and liaison with all departments of Dolphin Energy UAE, government bodies, and external contractors, guiding the management of downstream projects to ensure smooth execution and successful handover.
- Demonstrate visible commitment to HSE by participating in risk assessments, audits, HSE meetings, emergency drills, etc.
- Ensure assigned staff comply with all company HSE policies, procedures, and initiatives.
- Perform other similar or related duties as required by senior management.
