Job overview

The role is responsible for leading Group-wide liquidity and cash management, as well as overseeing foreign exchange and interest rate risk. Acting as the financial risk management specialist, this role supports the Group Treasury function in managing key financial exposures across Ooredoo Group and its subsidiaries.


The role holder:

Plans, executes, tracks, and controls cash management, including forecasting future cash requirements and ensuring sufficient liquidity to meet operational and strategic needs. Prepares quarterly cash flow forecasts and monitors strategic liquidity levels, analyzing trends and identifying variances. Leads the optimal management of available funds at Ooredoo Q.P.S.C, with delegated authority to act as the main dealer for the company. Plans, negotiates, and executes term deposits with local and international banks to optimize returns and manage risk. Executes FX (buy/sell) transactions as required. Manages FX and interest rate risk across the Group in accordance with Group Treasury Policy, ensuring financial stability and risk mitigation. Acts as a specialist on derivative instruments and documentation with basic knowledge, evaluates hedging strategies, and supports the assessment of their commercial implications. Supports the development and continuous improvement of Treasury-related policies, procedures, and systems. Assists in the preparation of monthly and quarterly Treasury reports, including cash positions, interest income, and financial risk metrics. Other duties include liaising with external parties such as key relationship banks, legal firms, Equity, FX, Money Market traders, research firms etc.

The role is crucial to the financial risk management and profitability of Ooredoo Group and its subsidiaries. By formulating, adopting, and executing effective foreign exchange (FX) and interest rate risk management strategies aligned with Group Treasury guidelines, this position enhances the Group's financial stability. The role includes comprehensive oversight of liquidity, FX, and interest rate risk management for Ooredoo Q.P.S.C., ensuring financial synergies and leveraging key banking relationships to optimize financial operations.


Effective risk management is vital for ensuring the Group's ability to meet its financial obligations, secure borrowings at favorable rates, and optimize future capital expenditure (capex) and M&A opportunities. Mismanagement of liquidity, FX, and interest rate risks could expose the Group to liquidity shortages, unfavorable borrowing conditions, and adverse impacts on its credit rating.


The position works closely with and reports to the Liquidity and Risk Management Associate Director to manage liquidity, optimize FX and interest risks, forecast and plan cashflow for Ooredoo Q.P.S.C. and if required for its subsidiaries. The key responsibilities include (but not limited to):

Ooredoo Q.P.S.C/Ooredoo Group level:



Manage and optimize Ooredoo Q.P.S.C.'s cash liquidity, approximately QAR 5 billion, ensuring efficient fund utilization. Act as the primary dealer for deposits, FX, derivatives, and other investment instruments, securing the most advantageous terms for the Group. Hold direct responsibility for managing the deposit returns budget (interest income). Together with Corporate Finance, oversee all local and selected international bank relationships, managing liquidity, FX, and interest rate risks. Lead the management of Ooredoo Q.P.S.C.'s net finance cost budget, including short, medium, and long-term cash flow planning and FX and interest rate modelling for budgeting purposes. Lead the determination and maintenance of targeted liquidity levels to meet operational needs and credit rating agency requirements. Manage non-funded facilities to meet business needs, such as tender/performance bonds and advance mobilization bonds for Ooredoo Qatar. Provide advice to Corporate Finance, attending monthly Treasury calls with OPCOs to assess liquidity, FX, and interest rate risks. Engage with the Group Enterprise Risk Management team to conduct detailed analysis of financial risks faced by OPCOs and recommend mitigation strategies.

OPCOs:



Advise on the optimal timing for strategic cash upstreaming from high-risk countries to mitigate FX risks. Lead the formulation of FX and interest rate risk strategies for all OpCos, ensuring alignment with Group Treasury Policy and the development of annual strategies. Provide ongoing advisory support to OpCos on financial risk and liquidity management, considering local market dynamics, policies, and procedures, while focusing on optimizing liquidity and net finance costs. Conduct detailed monthly reviews of cash flow projections and liquidity levels at the OpCo level to ensure financial stability and advise line manager.

Your impact on our goals

Liquidity Management:



Negotiating best terms with relationship banks to place the funds according to the approved strategy to optimize the investments returns. Advise OPCOs to ensure liquidity is optimized and assist in cash optimization strategies Lead independently the cash flow planning and optimize the daily cash position in QAR and other currencies. Assist the process and propose liquidity management strategies to the Head of Treasury for approval. Manage all process in terms of liquidity target levels and budgets in respect of Annual Operating plan (AOP) and funding plan for Ooredoo Group. Leads the process of consolidating quarterly and 12-month rolling cash flow forecasting to ensure proper liquidity management Build independently detailed cash flow for AOP submission and determine deposit income and finance cost budget liaising with other Treasury and Finance teams Create financial models with multiple parameters to conduct stress tests on forecasted liquidity positions.

Foreign Exchange and Interest Rate Risk Management:



Assists in the development of risk management strategies for liquidity, foreign exchange, and interest rate exposures at the Group and OpCo levels, particularly during the annual planning cycle. Proposes strategic hedge ratios for FX and interest rate exposures as part of the Annual Operating Plan (AOP) and ensures implementation and monitoring of Board-approved strategies throughout the year. Serves as main dealer with full authority, appointed by the GCEO/GCFO, to execute treasury transactions and legally commit the company to deal terms with banking partners. Leads the formulation and execution of hedging strategies for FX and interest rate risks across Ooredoo Group, acting as an advisor to the line manager and Head of Treasury. Analyzes Group-wide exposure impacts and recommends appropriate financial risk (i.e. interest rate, currency) mitigation strategies to safeguard financial performance. Leads or assists in the execution of foreign exchange transactions (including spot, forwards, options, and swaps) and interest rate derivatives (such as fixed-to-floating and basis swaps), including bank pre-selection, deal structuring, and negotiation of terms. Makes significant contributions to value creation by negotiating and executing high-value treasury deals, with instrument sizes reaching up to billions of QAR. Provides strategic and technical support to Ooredoo subsidiaries in identifying exposures, assessing bank proposals, and executing hedging transactions. Reviews and negotiates legal documentation (e.g., ISDA agreements) on behalf of Ooredoo Group Companies, in coordination with Group Legal and local treasury/legal teams. Analyzes global macroeconomic trends and forecasts FX and interest rate movements for all OPCOs, revising outlooks quarterly to refine the Group's risk management approach. Prepares quarterly analyses on expected FX gains/losses across all OPCOs and reports findings to the GCFO. Delivers in-depth analysis and recommendations on FX risks, impact assessments, and mitigation strategies for presentation in reports to the Audit Committee, Executive Committee, and Board.

Internal Reporting



Supports the preparation and continuous enhancement of monthly and quarterly Treasury reports by consolidating and analyzing key financial metrics, including Group-wide and OpCo-level cash positions, total available liquidity, weighted average yield on deposits, and average maturity profiles. Integrates market news into reporting by providing concise updates on global, regional, and local macroeconomic developments--such as central bank rate movements, inflation trends, FX market volatility, and geopolitical factors--highlighting their impact on the Group's financial risk profile and treasury strategy. Ensures that reporting is aligned with internal KPIs and Board expectations, offering actionable insights on liquidity trends, interest income performance, and financial risk exposures.

Policies and Procedures:



Lead the process of developing and updating the Group Treasury policies and procedures in respect of liquidity, FX and Interest rate related matters as required in liaison with Middle/Back Office. Formulate and implement policies and processes for managing the counterparty risk of Ooredoo Group in liaison with Middle Office Lead the discussions with the Internal Auditors on matters related to Liquidity, FX and Interest rate risk management. Support the implementation of Group Treasury policy and best practises in Ooredoo Group Support regular Treasury accounting to ensure compliance with IFRS and any other relevant accounting standards.

Other regular assignments and special projects



Provides advisory support to the procurement function on foreign exchange-related matters, including detailed analysis of currency mix optimization in vendor negotiations across OPCOs, as and when needed. Participates in major transformational transactions--such as mergers & acquisitions, IPOs, rights issues, and debt capital market deals--by offering expert guidance on financial risk, FX exposure, and liquidity management. Advises project teams on strategic initiatives with a focus on liquidity planning and FX risk management. Supports preparation efforts for annual meetings with credit rating agencies by providing existing and strategic liquidity levels. Reviews and updates the quarterly investor/analyst presentation deck to ensure accuracy and alignment with financial strategy and current risk posture. Conducts detailed quarterly analysis of Group-wide and OPCO-level cash position with currency breakdowns and submits findings to the GCFO and other Executive Committees to support strategic decision-making. Provides ad-hoc advisory and technical support to internal teams on matters related to banking systems, regulatory reporting, and financial operations. Manages the accurate entry and maintenance of all treasury transactions within Oracle ERP and ensures proper documentation in both digital and physical formats. Leads and executes special project assignments as delegated, including implementation and integration of systems such as SWIFT, Oracle Treasury, Bloomberg terminals, treasury management platforms, and activities related to financial investment sales and purchases.

ExperienceA minimum of 8 years of experience within a Treasury function, preferably in a multinational corporation or international bank, with at least 2 years in a middle-management role. Proven expertise in front-office treasury activities, including cash and risk management, derivatives, and related documentation. * Intermediate understanding of financial markets, banking products, and services, with the ability to analyze and manage financial instruments.
