The HR Manager in a Dubai-based real estate company is responsible for managing human resources and
administrative functions, ensuring full compliance with UAE labour regulations. This includes overseeing recruitment,
training, performance management, visa and labour card processes, and maintaining HR dashboards for reporting and
decision-making.
Key Responsibilities
1. Human Resources Management
Develop and implement HR policies and workforce strategies aligned with the company's business goals.
Manage end-to-end recruitment and selection for all roles, including real estate brokers and back-office
teams.
Maintain updated employee records, contracts, and job descriptions.
2. Onboarding & Induction
Conduct orientation sessions for new hires covering company structure, tools (CRM, ERP), and policies.
Ensure timely collection of required documents and system access setup.
Track and confirm probation evaluations.
3. Payroll, Compensation & Mediclaim Administration
Manage monthly payroll processing through WPS, including attendance, overtime, deductions, and incentives.
Handle commission calculations and disbursements for brokers and agents.
Administer Mediclaim (Health Insurance) policies for all eligible employees:
Coordinate with insurance providers for policy issuance, renewals, and endorsements.
Handle additions/removals, claims submission, and track reimbursements.
Educate employees on policy coverage and claims procedures.
Manage employee benefits including gratuity, leave settlement, and end-of-service benefits (EOSB).
4. Visa, Labour Card & Legal Compliance
Oversee processing and renewal of:
Employment visas
Labour cards
5. Medical tests and Emirates ID
Coordinate with PROs, government typing center's, GDRFA, and MOHRE for documentation.
Track and maintain records of all visa-related renewals and expiry dates.
5. Office Administration & Support
Supervise office operations, including facilities management, supplies, and maintenance.
Coordinate vendor contracts, license renewals, tenancy agreements, and service providers.
Support departments with admin logistics for meetings, events, and audits.
6. UAE Labour Law & RERA Compliance
Ensure complete compliance with UAE Labour Law and HR legal frameworks.
Guide leadership on employee rights, grievance handling, termination procedures, and benefits.
Implement policies in alignment with MOHRE, RERA, and DLD regulations.
7. Performance Management & Training
Develop performance management frameworks with clear KPIs and review systems.
Facilitate regular performance reviews and appraisals.
Identify training needs and arrange upskilling programs for staff and brokers.
8. Dashboards & HR Reporting
Create and manage HR dashboards covering:
Headcount & attrition
Leave balances
Visa and document renewals
Health insurance claims/utilization
Payroll and compliance reports
Present HR metrics to management for strategic planning.
Required Skills & Qualifications
Bachelor's degree in human resources, Business Administration, or a related field
Min 5 years of HR & Admin experience, ideally within the real estate or construction sector in the UAE.
Strong knowledge of UAE Labour Law, MOHRE, RERA, and GDRFA protocols.
Experience with health insurance/Mediclaim processing and employee welfare programs.
Familiarity with HRMS tools, ERP/CRM systems, and Excel-based dashboards.
Excellent communication, conflict resolution, organizational, and leadership skills.
Additional Requirements:
Will be based out of Golden Light / Monarch Properties - UAE Office.
Fluency in English.
Office-based with occasional field visits to government offices or medical centers
