Project title: Med Dialogue for Rights and Equality II - Civil society facility South Brief description of the project: This Technical Assistance contract aims to address the needs of civil society in the Neighbourhood South, which has witnessed a boom in the months following the Arab spring with opening space for civic work but also international donor interest. A certain level of development has been achieved since then but there are still gaps to be filled. The contractor will need to respond to these specific challenges:
The technical, managerial and advocacy capacities of CSOs are uneven, often with fewer, well-established and active organisations in the capitals, but much weaker capacities at the municipal and grass-roots level.
Knowledge of policy-making and effective advocacy campaign work is weak. Understanding of the policies and programmes of the European Union in the region needs to be improved.
Watchdog role has proved to be effective and more lessons learnt are to be shared among the Southern Neighbourhood (SN) countries in order to strengthen the capacities and more South-South networking and experience sharing should be supported.
The structured dialogue of the EU with the civil society in the SN has been ongoing since 2013 but with great space for improvement.
Commencement date of the project: 1 January 2023 Duration of the assignment: 600 working days / 42 months Requirements: Key Expert 2 will mainly be responsible for the support to structured dialogue and coordination/ organisation of the civil society forums:
Preparation of CSF steering committee meetings of EU institutions and FPAs (one day two times a year in person with the online presence of EUD colleagues, preparation of materials, minutes-taking etc.)
Support to all-year-round communication among the parties of the process (for example setting up online meetings between steering committees, consolidation of documents, providing STEs for the necessary support to the Structured dialogue)
Logistics organization of CS Forum (including travel, visa, accommodation, venue, translation, refreshments, local transport, visa, communication materials etc.) Altogether three 2-day Civil society Forums should be held throughout the project approximately once per year with about 120 participants (both from EU and SN countries);
Qualifications and skills
Academic profile: Master-level university degree or equivalent (i.e. 5 years of relevant professional experience following secondary education), fields of social sciences, International relations or sociology will be an asset
Fluency in English and Arabic is mandatory. Knowledge of French will be considered an asset
General professional experience
At least 5 years of working experience; experience with EU-funded projects will be an asset. (in addition to the years of relevant professional experience required to compensate for the absence of a university degree)
Specific professional experience
At least 3 years of working experience in developing and implementing policy and/or structured dialogue activities for civil society stakeholders
Previous experience in the Neighbourhood south region is mandatory.
