Job Description

Job Summary:

  • Overall management of the IT systems and infrastructure of the hospital, within the context of the policies and governance of the Dubai Health Authority. He/she shall provide the highest level of information technology and management services in support of the hospital clinical programs and vision as a world-class hospital in the region.
  • Plan, design and project computing resources ahead of application deployment.
  • He / She must keep up-to-date on technology, and work closely with stakeholders to identify computing needs to implement IT solutions to achieve user and patient satisfaction and organizational goals. He/she shall manage resources effectively and efficiently. He / She shall be responsible to motivate and develop staff and develop systems for evaluation of the performance of in-house and contract providers/vendors against targets and benchmarks.
Key Tasks:
  • Leads and manages the operations of the IT services of the healthcare facilities, including design, development, sourcing, and implementation of information technology blueprint and systems that are progressive and in line with the organizational needs.
  • Develops the Strategic IT plans for the healthcare facilities to achieve its strategic objectives in line with the corporate strategy and in harmony with the National Health Authority's IT strategic IT blueprint for UAE.
  • Lead, direct and oversees the Information Communications Technology function and ensures continuous operation and cost-efficiency of the organization's systems, network, database architecture and data security, in order to achieve consistency and reliability of hardware, software, non-system tools, data archiving and offsite disaster recovery management.
  • Work closely with health facility clinicians and administrators, program managers, and other stakeholders to identify and gather requirements for data collection, reporting, and use and leads the development, management, and implementation of the Electronic Medical Record (EMR).
  • Consults and supports end users to determine information requirements, boundaries and priorities of new projects, system capacity and equipment acquisitions.
  • Develops and maintains effective IT systems operations that extend to the clinical areas in support of the clinical and patient services.
  • Ensures timely and accurate generation and execution of all management information system operations, and those operating procedures and audits/controls are in place and correctly used by employees.
  • Provides technical expertise and renders professional advice to hardware/software vendors and users on matters relating to the development and operations of IT systems.
  • Develops and manages contracts for services which are outsourced to vendors, against services outcome, financial and performance targets.
  • Develop policies and procedures that provide guidance on the IT operations
  • Plans, recruits and retains staff and skills required for professional and efficient operations of the department.
  • Undertakes performance management of staff by directing, motivating, developing and counseling staff where appropriate in their performance towards operational and service excellence.
Financial:
  • Analyzes project financials, including budget compliance if required for the department.
  • Review any stakeholder's proposals for changes to approve IT design intent, the extent of works or modifications and coordinate with all parties for timely review and response. Analyze and offer project strategies to minimize budget, cost and time implications.
  • Assist with preparation of RFP bid documents, specifications, carry out technical and commercial analysis over the lifecycle, and make the recommendation for selection.
  • Plan to assure that procurement plans are within the approved budget.
IT Procurement and Supervision:
  • To coordinate the IT purchasing within the overall project timetable.
  • Maintain IT documentation and version tracking.
  • Assist and support in the research of local and international marketplace where required.
  • Co-ordinate operationally related works with IT requirements and installations and coordinate with vendors and all stakeholders.
  • Review bidders' technical specifications and supporting documents to monitor compliance with contract award conditions and or local legislation and minimum standards.
  • Monitor progress of preceding works and conduct the delivery program review to advise all stakeholders of delivery, installation/circulation requirements.
  • Review of deliveries, conduct item and documentary checks to ensure deliveries are in accordance with approved purchase contract documentation.
  • Establish an effective IT inventory recording system.
Other Duties and Responsibilities:

  • To be flexible and extend job duties to carry out any other reasonable duties and responsibilities within the job capability as assigned, including redeployment to alternative departments/areas if required, to meet business demands and needs of the organization.
  • To attend training and meetings as and when required.
Required Qualification and Experience:
  • Bachelor's Degree in Computer Science or its equivalent
  • Experience in Hospital / Healthcare sector in UAE is a must.
  • Minimum 7-10 years relevant experience in a managerial role.
  • Interpersonal and communication skills.
  • Ability to think in situations requiring a significant degree of judgment to analyze, evaluate, and arrive at conclusions.
  • Uses freedom to think within generally defined policies, procedures and goals under the guidance of the CEO.
  • Willingness to take accountability and responsibility for personal actions and decisions made.
  • Objectivity in making decisions, and in the giving and receiving of feedback and critical appraisal.
  • Must have been involved in vendor selection/RFP and comfortable working in various committees.
  • Must have significant IT start-up hospital/healthcare experience.
  • Understanding of the hospitality or healthcare environment and relevant processes, procedures, and stakeholders.

Job Type: Full-time Salary: AED18,000.00 - AED25,000.00 per month
