Job Title: Project Manager - District Cooling Plant and Airside
Scope: District Cooling Plant, Distribution Network and Airside HVAC Systems
Location: Doha, Qatar
The PM will be responsible for end-to-end delivery of the comprehensive maintenance contract, covering our district cooling production assets, the chilled water distribution network and all airside systems.
He will ensure the safe, reliable, efficient and contract-compliant operation, balancing performance, energy efficiency, client satisfaction and strict HSE adherence.
He will ensure operational performance, maintenance execution, budget control, subcontractor management and client interface across the entire cooling chain on our project, from plant to terminal units.
He will represent Dalkia in meetings with the client and client's senior management, providing clear reporting, updates and strategic recommendations.
Key Responsibilities
1.
Own and manage the comprehensive O&M contract.
Ensure compliance with SLAs, KPIs, availability, internal compliance and regulatory requirements.
Serve as the primary client interface for all technical, operational and commercial matters.
Lead monthly/annual performance reviews.
Present consolidated KPIs like: plant efficiency, network performance, airside comfort, safety metrics, etc...
Manage contract variation orders, additional works and any additional claims across the full scope of operations.
Ensure timely submission of contractual reports, logs, compliance documentations including HSE reporting.

Ensure safe and uninterrupted operation of the central plant assets (chillers, pumps, cooling towers, heat exchangers, electrical systems, operators room, BMS/SCADA, etc...)
Guarantee cooling capacity availability and redundancy during peak demand.
Supervise plant operations, shift teams and incident response (should be on call for emergencies 24/7).
Integrate safety procedures into all operation activities to ensure plant and personnel protection.

Manage operation and maintenance of chilled water networks, including the piping, valves, meters, expansion systems, energy transfer stations and the thermal storage tank.
Monitor network deltaT, losses, hydraulic performance and safety compliance.
Coordinate emergency repairs, isolation, flushing with minimal operational impact following safe work practices.
4.
Ensure reliable operation and maintenance of airside equipment: AHUs, FCUs, VAVs, Dampers, Sensors, Actuators, HRUs, etc...
Guarantee indoor environmental quality while maintaining HSE standards for occupied spaces.
Implement PPM and CPM programs that are aligned with OEM recommendations, industry best practices (ASHRAE for example) and safety regulations.
Coordinate airside operations with plant output to maintain system efficiency and compliance.

Coordinate closely with our BMS engineers and Control Room operators.
Oversee integrated BMS/SCADA operation across plant, network and airside systems.
Ensure proper sequencing, setpoints, alarms and trend logging.
Lead troubleshooting of control issues impacting performance, comfort and safety.
Drive continuous optimization while maintaining operational safety and regulatory compliance.
6.
Develop and implement integrated maintenance strategies for plant, network and airside assets, with HSE considerations embedded in all procedures.
Supervise major overhauls, shutdowns, and seasonal maintenance, ensuring safety and risk mitigation are central.
Maintain accuracy for work orders, spares, and maintenance history.
Conduct root cause analysis for failures and implement corrective actions with safety compliance as a core metric.
7.
Monitor and optimize KPIs: Plant efficiency, network deltaT, airside energy use and occupant comfort.
Identify and implement energy optimization measures without compromising safety or reliability.
Ensure balancing of plant output and airside demand prioritizes safe and compliant operations.
8.
Ensure HSE compliance is embedded into all operations, maintenance and project management activities.
Lead safety culture initiatives.
Integrate risk assessments, permit to work systems, and safety checks into every maintenance, operational and client facing activities.
Oversee incident investigations, near-miss reporting and corrective actions across the full scope of operations.
Maintain compliance with statutory inspections and internal DALKIA quality standards.
9.
Lead multidisciplinary teams: Plant engineers, HVAC engineers, Safety Engineers, BMS Engineers, HR and Admin Staff, operators and subcontractors.
Ensure competence, certifications, training and safe work practices.
Coordinate site access, work permits, client interaction safely and efficiently.

Manage O&M budget covering plant, network and airside maintenance.
Control operational costs, spares, consumables, and subcontracted services without compromising safety, quality or compliance.
Identify cost optimization opportunities aligned with operational reliability and HSE compliance.

Plant and airside availability percentage wise.
cooling capacity delivery during peak demand.
Network deltaT and losses.
Indoor comfort compliance (percentage of time within setpoints)
Specific energy consumptions (kw/tr).
Unplanned outages and comfort complaints.
HSE performance: incidents, near misses, permit compliance.
Client satisfaction score.
Effectiveness in meetings and communication with client senior management.
Qualifications and Experience
Bachelor's degree in Mechanical Engineering.
15-20 years experience in district cooling, utilities, or large HVAC operations (the key here is DCP management).
Proven experience managing comprehensive O&M contracts (including DCP and airside operations)
Strong technical knowledge of HVAC, controls, and chilled water networks.
GCC experience and client facing contract management preferred.
Arabic speakers preferred (for client coordination).
