Position Summary
We are looking for an accomplished HR Manager with extensive experience in the UAE construction sector. The ideal candidate will be a strategic business partner to senior management, responsible for developing and executing HR strategies that support the company's business objectives. This role requires a hands-on leader who can manage the entire employee lifecycle, ensure compliance with stringent UAE labor laws, foster a high-performance culture, and navigate the unique challenges of a large-scale contracting workforce.
Key Responsibilities
Strategic HR Leadership:

  • Partner with the executive leadership team to define and implement the HR and people strategy aligned with the company's strategic goals.
  • Provide expert advice and guidance to senior management on all people-related matters, including organizational design, change management, and talent strategy.
  • Develop and monitor key HR metrics and analytics to inform decision-making and report on HR performance.
Talent Acquisition & Workforce Planning:
  • Oversee end-to-end recruitment for all levels, from blue-collar workers to senior white-collar professionals, ensuring timely staffing for project needs.
  • Develop robust talent pipelines and innovative sourcing strategies to attract top talent in a competitive market.
  • Manage the mobilization and demobilization of project-based teams.
Employee Relations & Labor Law Compliance:
  • Serve as the primary expert on UAE Labor Law, Immigration (GDRFA), and Ministry of Human Resources & Emiratisation (MOHRE) regulations.
  • Proactively manage complex employee relations issues, investigations, and grievances, ensuring fair and consistent resolution.
  • Manage all visa processing, renewals, cancellations, and labor quota allocations efficiently.
Performance & Compensation Management:
  • Lead the design, implementation, and management of performance appraisal systems to drive high performance and accountability.
  • Oversee the company's compensation and benefits structure, ensuring market competitiveness and internal equity, particularly for critical project roles.
  • Manage the annual salary review and bonus process.
Training & Development:
  • Identify training needs across the organization and develop annual training plans and budgets.
  • Implement leadership development programs and succession planning to build a strong internal talent bench.
  • Promote a culture of continuous learning and development.
HR Operations & Policy Development:
  • Oversee the entire HR operations cycle, including payroll liaison, leave management, and employee records.
  • Develop, update, and implement HR policies, procedures, and manuals, ensuring they are current and compliant with local laws.
  • Lead and mentor the HR team, fostering a collaborative and high-performing environment.
Health, Safety, and Environment (HSE) Collaboration:
  • Work closely with the HSE department to promote a strong safety culture and ensure HR policies support HSE objectives.
  • Manage incidents from an HR perspective, including investigations and compliance-related follow-ups.
Qualifications & Experience
  • Education: Master's degree in Human Resources Management, Business Administration (MBA), or a related field is mandatory.
  • Experience: A minimum of 15 years of progressive experience in Human Resources, with at least 5 years in an HR Manager role.
  • Industry Background: Must have proven experience within well-known building contracting or construction companies in the UAE.
  • Legal Knowledge: In-depth, expert knowledge of UAE Labor Law, MOHRE regulations, and immigration processes.
  • Skills:
  • Exceptional leadership and people management skills.
  • Strong strategic thinking and business acumen.
  • Excellent communication, negotiation, and interpersonal skills.
  • Ability to operate in a fast-paced, multi-project environment and handle pressure.
  • High integrity and ethical standards with experience handling confidential information.
  • Language: Fluency in English is essential. Knowledge of Arabic is a significant advantage.
