Job Summary The HR Director will be responsible for directing and managing of all human resources functions such as Recruitment, Employee Relations & Govt. Services, Organization Planning & Development, Employee Training & Development and Support Services. Major Duties and Responsibilities
  • Participate in the development and update of Al-Ghazzawi group's strategic direction, goals and objectives.
  • Participate in the development of Al-Ghazzawi group's business plan and ensure that all activities within the HR department are aligned with it.
  • Participate in the development of Al-Ghazzawi group's annual budget and maintain costs and expenditures within the set budget.
  • Direct the development and update of long and short term HR strategic goals, objectives and plans which include all activities related recruitment, employee relations & government relations, training & development, organization planning & development and support services
  • Oversee and supervise the implementation of the strategic initiatives, as applicable, and communicate the strategy and initiatives to all individuals within the department.
  • Direct the development of the departments' guidelines, policies and procedures and ensure its implementation across all departments while ensuring compliance with Al-Ghazzawi group's strategic goals and objectives.
  • Establish formal and informal communication lines across the department to allow prompt identification and resolution of problems that impede achievement of strategic goals.
  • Report to the Chief Executive Officer on the status of all HR activities.
  • Manage, supervise and monitor the performance of following divisions' operations:
Recruitment Employee Relations & Govt. Services Support Services Organization Planning & Development Employee Training & Development
  • Ensure that required talent is recruited as per annual manpower plan. Identify sources of recruitment and maintain good relationships with them.
  • Develop and administer a competitive yet cost effective compensation and benefits structure.
  • Organize and set up a central employee file and retrieving system for all Al-Ghazzawi group employees.
  • Direct and guide the implementation of group-wide employee grievance process.
  • Oversee the execution of annual employee performance management cycle.
  • Review and approve training and development initiatives based on skills gap analysis. Manage approved training and employee-development budgets, and assure that budgets are not exceeded, while delivering effective training which meets organizational needs.
  • Decide on distribution of HR personnel and representation level throughout the sectors and companies. Periodically visit Sectors and Company level employees throughout the country to inspect employee satisfaction and morale.
  • Develop a strategy for identifying and procuring the training resources (training modules/materials) necessary to deliver effective training programs on an on-going basis.
  • Develop and implement training programs to improve the skills of employees.
  • Develop and co-ordinate a succession-planning program for high-potential management employees.
  • Develop the costs and staffing requirements for all training programs and gain approval for these programs.
  • Identify markets and sources of manpower for management, professional, and technician's positions.
  • Develop a manpower-planning process in order to recruit, train, and move into production the required numbers of employees in a systematic and orderly way.
  • Develop cost-effective base salary structures for the Al-Ghazzawi Group which reflects competitive pay-rates for different levels of skills and responsibility and different base location of the employees.
  • Provide executive management and the Board of Directors with analyses of the competitive position of the current compensation and benefit programs of Al-Ghazzawi Group, along with recommendations for changes in design, structure, or levels of compensation or benefits, in order to attract high quality employees at all levels of the organization.
  • Develop cost-effective incentive or bonus plans for Al-Ghazzawi Group which support both the short-term and the long-term goals.
  • Organize and set up a central employee file and retrieving system for all Al-Ghazzawi Group employees.
  • Oversee the system set up for monitoring employee turnover, disabilities, and absences for review and recommendations.
  • Oversee exit interviews with all employees who separate from the Al-Ghazzawi Group in order to identify problem areas and propose recommendations for improvement.
  • Act as the primary contact with government agencies regarding and processing of passport services, labor office services, traffic police services, ports, costumes, Ministry of Commerce, Ministry of Transportation, Foreign Ministry Services, foreign embassies, social insurance, police, municipality and civil defense.
  • Staff and manage an office support department providing administrative assistance to Al-Ghazzawi Group.
  • Direct and oversee the development and maintenance of personnel records, payroll information, employees benefits, resolving conflict, employees complaints, counseling and handling employee grievances, monitoring of attendance, and all other various personnel related matters
Managerial
  • Provide advice, guidance, direction, and authorization to department personnel to carry out human resource function and procedures, consistent with established policies. Ensure effective and efficient flow of work and ensure all employees understand their role in the department.
  • Communicate and discuss the department's guidelines and procedures with employees to ensure responsibilities, authorities and accountabilities are defined and understood.
  • Delegate relevant responsibilities to achieve operation in the department.
  • Provide guidance and leadership to all department employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the department.
  • Initiate and manage the annual performance appraisal to review employees' work performance.
  • Recommend salary adjustments, rewards and promotions based on employee performance. Carry out disciplinary actions when needed.
  • Monitor adherence to guidelines, policies and procedures.
  • Ensure effective departmental performance through the selection, development, and management.
  • Report human resource KPIs progress on a regular basis.

  • Bachelor's degree in Business Administration or related degree with a minimum of 10 - 15 years of relevant experience,
  • Management-level experience is required (7+ years).
  • Considerable knowledge of the principles and practices of human resources and human capital management (training and development, government relations, staffing, cost control, performance management, talent management, change management, strategic management, HR budget planning, job descriptions manpower planning, recruitment, and personnel administration.
  • Knowledge of local HR practice, laws, and regulations (e.g. Saudi Arabian Labor Law).
  • Knowledge of local and international HRM best practice.
  • Adequate knowledge of human resources systems and software.
  • Ability to select develops, manage and motivate personnel cross the organization.
  • Proficiency in both English and Arabic Language.
