Position Overview
HR and Strategy Manager - Workforce Development - Dubai, UAE will oversee the development of departmental plans, implementation of HR strategies, and delivery of operational initiatives to meet organizational objectives. The role focuses on building competitive human capital programs, enhancing workforce skills, and aligning activities with the administration's broader goals.

What You'll Do

  • Prepare strategic proposals and contribute to departmental and operational planning
  • Implement HR initiatives and programs designed to motivate citizens in private sector roles
  • Develop and manage training and learning programs to enhance workforce capability and innovation
  • Monitor performance indicators and provide achievement reports to leadership
  • Support budget preparation in collaboration with relevant units
  • Build and maintain strong partnerships with internal teams and external stakeholders to ensure service quality
  • Oversee implementation of initiatives and maintain communication with beneficiaries for continuous feedback
  • Support the Director in managing strategic and operational requirements
  • Establish frameworks and guiding principles for effective HR operations and productivity improvement
Ideal Profile
  • PhD in Business Administration or Human Resources (no experience required), OR Master's in Business Administration or Human Resources (3+ years), OR Bachelor's in Business Administration or Human Resources (6+ years)
  • Professional certifications such as CIPD (Level 5 or Level 7), SHRM-CP, Certified HR Professional, or equivalent
  • Specialized training certifications in L&D, leadership, or HR management are preferred
  • Strong leadership and organizational skills with proven ability to manage HR and strategy initiatives
  • Analytical and results-driven mindset with experience in monitoring performance metrics
  • Excellent communication and interpersonal skills to engage with stakeholders and beneficiaries
