Job Purpose

Responsible for overseeing ICE Futures Abu Dhabi (\xe2\x80\x9cIFAD\xe2\x80\x9d) markets and Member compliance with the IFAD rules.

Responsibilities

Responsible for the oversight of the IFAD markets, coordinating with IFAD Market Supervision and IFEU Compliance, including Market Oversight, AML Counterparty Management and Membership teams to:

• Ensure that the onboarding of Exchange Members is subject to thorough due diligence and review; and that effective ongoing oversight is performed - on the basis of a risk-based approach - through the New Member Monitoring Programme and the Member Review Programme of audits and thematic reviews in relation to Members\' use of the Exchange\'s facilities.
• Manage the Exchange\'s post-trade surveillance processes, ensuring that surveillance tasks are appropriately allocated and that alerts and reports are subject to appropriate and timely review and escalation.
• Monitor these processes through the use of enhanced Management Information and ensure that the IFAD President and Head of Regulation and Compliance are briefed appropriately on a monthly basis at a minimum.
• Liaise with colleagues across ICE in relation to the implementation of new or modified surveillance techniques and methodologies.
• Ensure that potential Market Abuse, Financial Crime and breaches of the IFAD Rules are investigated diligently and reported as needed to the FSRA and other relevant authorities in a timely fashion.
• Identify when disciplinary proceedings need to be initiated under the IFAD Rules, ensuring that allegations are properly evidenced and documented and that the correct procedure is followed pursuant to the Rules.
• Compliance Officer under the Exchange Rules (monitoring compliance with and investigating alleged breaches, reporting to the ARC and managing conflicts of interest in the compliance/disciplinary process).
• Executive responsibility for the effective operation of the Authorisation Rules and Conduct Committee.
• Oversee operational compliance processes within the department, including the management of Open Interest (including close-outs and position transfers), transaction reporting and position reporting, position monitoring and management.
• Provide regular reporting on the work of the department to the appropriate governance committees of the Exchange, i.e. the ARC and the RAC.
