Job description
We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC / Iraq for a: H3SE METHODS Leader Job Purpose: This position is a unique opportunity to be responsible for the coordination of all activities related to Health, Security, Safety, Societal and Environment matters for Midstream Gas Project during the Engineering, Procurement, Supply, Construction, Commissioning and Installation phases, in compliance with client's H3SE policies, procedures and objectives, international standards and requirements. You will also be responsible for promoting H3SE in the Project, for proposing H3SE objectives to the Project Quality, H3SE and Risk Manager and for providing H3SE advice to the Project Management and Project team. Your main activities will be to:-
Define the Project H3SE management system (Philosophy, Plans and Procedures) based on Company's and Client's H3SE policies, procedures and objectives
Actively promote Safety Culture and awareness and, in general, H3SE awareness of workforce at all levels through pro-active attitude (site tour management, H3SE meetings, incentives actions, etc.) within Project team and Contractors.
Monitor, record and communicate H3SE activities and performance of the project, and assist Project Quality, H3SE and Risk Manager in presentations and preparation of reports
Define H3SE training plan for the different phases of the Project and ensure its implementation
Develop HSE input to contracts and review bids from an HSE perspective
Participate in pre-selection and selection of Project Contractors e.g., Site/Yard HSE audits and evaluations
Review Contractors' H3SE management systems and control their implementation by conducting regular safety audits of Contractors on engineering sites and on construction sites
Participate in review of Contractors HSE performance
Validate required H3SE bridging documents
Identify and manage all necessary H3SE studies.
Collect and report H3SE statistics, analyze H3SE performance versus objectives, analyze incidents, perform investigations, organize feedback to management and personnel
Ensure that actions from reviews, audits, etc. (external and internal) are implemented and completed
Responsible for the establishment and coordination of the project HSE Committee
Gather and prepare 'lessons learnt' and provide feedback (REX) to Company's E&P entities as required;
Follow-up on learning opportunities, incident investigations, and Safety alerts.
Assist Field Operations in the preparation of commissioning and start up procedures
Profile
Ideally you will have Bachelor degree in Environmental, Safety Engineering or Chemical Engineering with 15 years of experience out of which minimum 10 years in HSE positions. You will have English as mother tongue or Fluent in English (speaking and writing), French and/or Arabic language is a plus. Ability to work in a multi-cultural business environment. Good interpersonal and communication skills. A flexible attitude with a willingness to take on other project activities as and when required by project management would be advantageous.
