Context:
Veolia Near and Middle East has a new 25 year contract to operate and maintain the first Waste to Energy plant in the emirate of Sharjah, UAE with around 42 employees. The waste-to-energy process converts the waste into heat which is then used to drive a turbine. The net electrical power produced will be up to 30 MW which will be supplied directly to the Sharjah Electricity grid. More than 300,000 tonnes of solid municipal waste will be used each year.The plant was inaugurated in March 2022. Operations started on April 29, 2023.
Position Summary
This position requires accounting, financial, administrative and payroll skills. Rigour, accuracy, discretion and team spirit are some of the main qualities expected.

Key Responsibilities:
ACCOUNTING AND REPORTING
Closely monitor and verify the accounts on a daily basis and handle all accounting functions, duties
Manage accounts payables and accounts receivables.
Handles cheque and bank transfers along with the review of monthly petty cash
Preparation of monthly statements.
Verification of monthly staff expense claims.
Record and monitor all expenditures associated with the works and allocate across operations, maintenance,and administrative cost centres.
Monitor stock and warehouse movements for the plant in coordination with the Maintenance Manager/Procurement officer.
Organise yearly Inventory count with the Maintenance Manager/Procurement officer and the relevant reconciliations.
Prepare monthly financial statements in accordance with local regulations and International Financial Reporting Standards.
Ensure the reliability of accounts prepared (e.g. analysis of operational performance, of consistency between cash and accounting flows, and of variances in working capital).
Prepare management reports as required by the Veolia Corporate office and contractual requirements by the client.
Coordination and point of contact for BC365 implemented in the entity.
Submission of monthly reports into the Group Consolidation tools.
Prepare and generate the Company annual budgets, periodic forecasts, Efficiency plans and Long term plan
Ensure the reliability of all financial information produced
Ensure the proper enforcement of both accounting and internal control standards, as instructed by the Veolia Group through its corporate procedures
Comply with recommendations outlined in the Veolia Group\'s Ethics Guide, Competition Law Compliance
Guide and Corporate Criminal Law Risk Management Guide, inform employees about these Guides, and ensure compliance
Monitor and manage Company treasury requirements on a monthly basis
Liaison with corporate bankers and manage banking relationship
Coordinate with external auditors to provide requested schedules/ledgers/accounting information and complete the audit
Ensure effective control of financial flows and transactions reported (in terms of accounting standards,inventory, regulatory environment, financial implications, contractual aspects, etc.); this implies unrestricted access to all necessary information
Ensure the quality of the control environment (compliance with the principles of segregation of duties, control of access to management systems, compliance with accounts closing procedures including, in particular, the preparation of an audit file and documentation of account reconciliations, etc.)
PAYROLL
Prepare monthly payroll for the Company and manage payroll processing in line with Wages Protection
System requirements.
Prepare monthly pension transfers for the relevant employees and related declarations
Initiate and manage any special projects required.
TAXATION
Manage full VAT and Corporate Tax Compliance procedures
Prepare and file quarterly VAT and corporate tax returns.
Liaise with the authorities if required.
GOVERNANCE
Assist GM for board meetings and prepare Minutes of meeting
Ensure governance and legal documents required by the company are up to date
Documents are filed and managed as required by the contract.
Liaise with the internal legal team for updation of documents
ADMINISTRATIVE
Support procurement in preparing PO with correct budget codes
Updating and maintenance of purchase order register
Follow up with suppliers of shipment and delivery, including reviewing and filing shipping documentation
Assist plant manager with occasional reporting for HR department
Assist plant manager with organising staff events
Update and maintain staff directory and staff documentation
Update and maintain office equipment inventory, as well as liaison with IT manager
Handle stationary and office supplies
And perform any reasonable duty requested by the Plant Manager.
Qualifications
Qualifications & Experience:
SKILLS AND PERSONAL ATTRIBUTES
Education: Master\'s degree in Accounting, Finance or related field
A minimum of 5 years\' progressive financial management experience
Fluency in English is required;
Demonstrated effective interpersonal skills

Strong analytical and computer skills, especially with accounting software, spreadsheets and financial analysis
