Project Description: The WESE program is five-year USAID-funded project designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women’s participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women’s economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient. WESE activities integrate, mutually reinforcing private and public sector-led approaches that aim to change power relationships, transform structures, and build agency to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces. The program works closely with market-based partners to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic AND social benefits of gender-inclusive, empowering policies and practices. Job Summary: The HR & Administration Manager will oversee all HR and administrative functions, including recruitment, payroll, compensation and benefits, training, office management and facilities management. The HR & Administration Manager will ensure all support activities are carried on efficiently and effectively to allow the other operations to function properly. Primary Responsibilities and Duties: With minimal administrative oversight, essential responsibilities will include, but not limited to the following:
  • Oversee all project administrative management functions;
  • Responsible for Human Resources (HR) activities including recruitment, onboarding, staff orientation, performance management, professional training and development, status changes, retention and termination;
  • Work closely with other key project staff to ensure full compliance with local laws (i.e., taxes, shipping, customs, registration);
  • Plan and coordinate administrative procedures and systems and devise ways to streamline processes;
  • Review payroll processing in accordance with local laws and other related activities and ensure timely recording and approval of timesheets;
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons that led to employment termination / resignation;
  • Work with the Director of Finance & Operations to ensure that compensation and benefits are updated on a regular basis;
  • Work with the WESE project team on developing Scopes of Work (SOW) for consultants;
  • Manage and coordinate inventory control and tracking including property logs, serial numbers and tags;
  • Ensure efficient office management and maintenance;
  • Ensure proper and efficient coordination for in-house and off-site venues for events, meetings, workshops activities along with program team and administrative assistants;
  • Manage rental vehicles, review vehicle log sheets and monitor irregularities. Ensure timely submission of invoice and payment of rental vehicles;
  • Oversee travel arrangements and coordinate logistics planning and administration for travel, accommodation, and per diem for in-country events and meetings;
  • Provide guidance to all staff on routine safety and security precautions in coordination with COP and Director of Finance & Operations;
  • Ensure timely delivery of required supplies, stationary and printing materials;
  • Provide clear guidance to all staff members on all operations policies and procedures;
  • Ensures project staff completes Pathfinder International and USAID mandatory trainings;
Required Qualifications: Bachelor’s Degree in Human Resources management, Human Sciences, Business/Supply Chain Management, OR any equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved. Knowledge, Skills, and Abilities: A minimum of 10 years of demonstrated experience in a similar Human Resources and operations management for USAID and international donor projects
  • Working knowledge of the OMB 2 CFR 200, CFR 700, ADS and USAID rules and regulations;
  • Demonstrates an effective and collaborative leadership and management style that encourages teamwork;
  • Proficiency in MS Office Suite applications;
  • Excellent general management skills particularly in facilitation, team building and coordination;
  • Excellent oral, written communications, and problem-solving ability;
  • Accuracy and attention to detail;
  • Strong organizational and interpersonal skills and ability to solve complex problems;
  • Strong verbal and written abilities in both English and Arabic;
  • Ability to multitask under tight deadlines.
Effort, Reporting and Other Administrative Requirements: The HR & Administration Manager is a full-time position that reports to the Director of Finance & Operations who will coordinate all aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. Working Environment: This position will interact with the finance team, program team, vendors, subrecipients, grantees, GOE Labor, social insurance and tax authorities. May require travel to various locations within Egypt, specifically WESE defined governorates. Additional Information:
