The Role

Job Purpose:
  • The Field Security Advisor (FSA) will support the Senior Security Advisor in managing all security elements of the Oman Gas Project in the Interior throughout the Assess, Define, Execute and Operate phases of the project.
  • To provide assurance and accountability to the Project that the security risks to Shell assets, work sites, staff, information and reputation from security threats in the Interior are managed effectively and within acceptable limits.
  • The FSA will Line Manage a Field Security Coordinator and will be the senior security professional in the field tasked with managing all security incidents and managing multiple internal and external stakeholder relationships.
  • The FSA will be responsible for the execution of a 3rd party security contract, delivery of security assurance activities and ensuring security operations are managed effectively on a daily basis.
Principal Accountabilities: The incumbent is accountable for the following requirements:
  • Ensuring the effective implementation of the Shell Oman security strategy across the field including drilling, fracking, construction and exploration activities.
  • Ensuring the effective implementation of Contractors Security Requirements on all Shell sites.
  • Conducting security risk assessment for assets and activities then managing the implementation of recommended control measures.
  • Engaging with senior managers from other disciplines to ensure alignment and provide support in understanding/implementing their security accountabilities under the Health Safety Security & Environment (HSSE) & SP Control Framework.
  • Being the Contract Holder for a 3rd party security manpower contract.
  • Line Managing the Field Security Coordinator and providing oversight of 3rd party security manpower.
  • Leading the response to, and investigation of, all security incidents.
  • Providing day-to-day oversight of security spend in the field.
  • Managing the field roll-out of various security initiatives and programs.
  • Support the Senior Security Advisor in developing Standard Operating Procedures and other policies to deliver security and ensure compliance with the Security manual of the HSSE & SP Control Framework.
  • Build and manage relationships with the local Royal Oman Police and military entities.
  • Build a network of contacts with other operator’s security teams to support Oman local threat assessment.
  • Assist in the planning and execution of Crisis and Emergency response exercises and incidents.
  • Support the Senior Security Advisor by ensuring that the appropriate Security competence requirements are fully integrated into the organisation for field staff and contractors as required.
Key Challenges:
  • Maintaining field-level security advice and support to the Senior Security Advisor and senior managers for relevant disciplines.
  • Providing initial assessment and gathering intelligence regarding security threats which may impact activities in the field and produce implementation plans to mitigate the risk.
  • Ensuring that Shell and their Contractors/Sub-contractors are complaint with local regulations and Shell standards
  • Administering a 3rd party security contract that provides security guards, patrolling drivers and supervisors.
  • Developing Shell staff and 3rd party staff security awareness and accountability at field level including being the roll-out of new initiatives.
  • Ensuring that 3rd party security service providers are compliant with the Voluntary Principles on Security and Human Rights (including Guidelines on Use of Force and Firearms) through contractual arrangements, vetting, training and monitoring
  • Maintaining Shell’s security compliance and assurance obligations.
  • Support the Senior Security Advisor developing the core competencies/KPI’s of employees/contractors with security responsibilities and integrating security into the business.
Required Job Knowledge, Skills & Experience:
  • An experienced security professional with a minimum of 12 years relevant security experience, preferably within the oil and gas industry, but applicants from other areas of the private sector plus the public sector e.g. Royal Oman Police, military etc. will also be considered.
  • Proven history of line management and administration.
  • Proven history of managing 3rd party contracts and budgets.
  • Ability to assess credible threats, balance risk and compliance with standards/requirements against Business needs.
  • Strong influencing skills across leadership and organisational boundaries.
  • Ability to network across Shell disciplines as well as externally across Public and Private Security agencies at senior level.
  • Analytical and problem-solving skills.
  • Capable of producing high-quality written risk and threat assessments, security plans, reports and security briefings.
  • Self-propelling individual able to work in remote locations, displaying initiative, flexibility, efficiency, and tact and diplomacy to achieve agreed targets.
  • Fluent in English & Arabic (speaking, writing and reading).

  • The position will be based in the Interior on Local terms working on a 14 days on, 14 days off rotation with a counterpart working back-to-back.
