  • Reporting to the Operational Risk Manager, the primary goal of the Emergency Preparedness Specialist is to ensure all aspects of emergency response are developed, implemented, and maintained appropriately
  • The Emergency Response Specialist scope includes the entire site and integrated with NEOM and contractor emergency response team
  • They selected candidate will work closely with Security, Health and Safety, Construction and Logistical entities across the project
  • Additionally, this individual is also expected to contribute and be a member of the OXAGON Incident/Emergency Response Team
Primary Duties & Responsibilities
  • Assist the development of an overall site and unit specific Emergency Response plan(s)
  • Review and audit of contractor Emergency Response plan(s) for compliance with NEOM directives
  • Coordinate emergency response plans, drills, and training with all stakeholders
  • Track corrective action plans resulting from drills and exercises
  • Review emergency response plans and site needs on a periodic basis
  • Establish and develop an emergency response team as needed
  • Ensure all aspects of emergency response meet regulatory requirements or accepted industry best practices
  • Develop an incident/emergency response compliance tracking system
  • Ensure all incident/emergency response training needed is implemented and maintained
  • Arrange and/or participate in site drills, what-if scenarios, incident/emergency response readiness inspections and drills
  • Facilitate a monthly emergency response team meeting in conjunction the overall Emergency Response Team
  • Record and maintain accurate records of all drills, scenarios and exercises carried out in relation to emergency response
  • Act as liaison to support the medical and security needs
  • Facilitate on site incident investigations as needed
  • Actively promote emergency response via trainings, informative events, etc
  • Work closely with Security to develop Incident/Emergency Management plans
Preferred Education & Experience
  • English and Arabic speaker and written
  • Diploma in fire safety or emergency response/management is preferred but not required
  • 5+ years’ experience in an industrial/construction setting, supervising or an emergency response team
  • A certification(s) in firefighting, confined space rescue, hazardous materials response, etc
  • Certification in First Aid
  • Has a strong understanding of incident command structures, such as Gold/Siler/Bronze (Strategic/Operational/Tactical) approach
  • Knowledge of emergency alarm systems
  • Experience supporting construction emergency response, such as fire, hazardous materials, and rescue
  • Experience with confined space entry to provide oversight and training for confined space entry and recue plans

  • Strong software skills in Excel, Work, and PowerPoint
  • Strong understanding of international standards for management of Health, Safety, and Risk such as OSHA, NFPA and ISO 22320: Emergency Management
  • Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
  • Both detail and results oriented.
  • Works autonomously, reliably communicating upwards when appropriate
  • Strong planning, coordination, and risk management skills
  • Energy, drive, and determination to lead the team to deliver the required results
  • Ability to build up a high-performance emergency management team
  • Experience with site evacuation, shelter-in-place, etc. program development and implementation
  • Previous experience with large projects
