Reporting to the Operational Risk Manager, the primary goal of the Security Specialist is to ensure all aspects of security measures are developed, implemented, and maintained appropriately
The Security Specialist scope includes the entire site and integrated with NEOM and contractor security teams
They selected candidate will work closely with Emergency Response, Health and Safety, Construction and Logistical entities across the project
Additionally, this individual is also expected to contribute and be a member of the OXAGON Incident/Emergency Response Team
Primary Duties & Responsibilities
Assist the development of an overall site and unit specific Security Plan(s)
Review and audit of contractor Security Plan(s) for compliance with NEOM directives
Review and audit of contractor Security Operations for compliance with NEOM directives
Coordinate incident/emergency response plans, drills, and training with all stakeholders
Track corrective action plans resulting from drills and exercises
Review contractor Security Plans and site needs on a periodic basis
Establish and develop an incident/emergency response team as needed
Ensure all aspects of security operations meet regulatory requirements or accepted industry best practices
Develop a security operations compliance tracking system
Ensure all security operations training needed is implemented and maintained
Arrange and/or participate in site drills, what-if scenarios, incident/emergency response readiness inspections and drills
Facilitate a monthly emergency response team meetings in conjunction the overall Emergency Response Team
Record and maintain accurate records of all drills, scenarios and exercises carried out in relation to security operations
Act as liaison to support the medical and emergency response needs
Facilitate on site incident investigations as needed
Actively promote security operations via trainings, informative events, etc
Work closely with Emergency Response to develop Incident/Emergency Management plans
Preferred Education & Experience
English and Arabic speaker and written
Diploma in safety or security management is preferred but not required
2+ years’ experience in an industrial/construction setting, supervising, or managing security teams
Certification(s) in security operations, threat and risk assessment, incident response, etc
Certification in First Aid, advance medical certification desirable
Has a strong understanding of incident command structures, such as Gold/Siler/Bronze (Strategic/Operational/Tactical) approach
Experience supporting construction incident/emergency response, such as fire, hazardous materials, and rescue
Experience in physical security measures, such as crime prevention through environmental design (CPTED)
Experience in security systems, such as Surveillance Cameras and Access Control Systems

Strong understanding of applicable MOI security standards

Strong software skills in Excel, Work, and PowerPoint
Strong understanding of international standards for security management such as ISO 18788: Management of Security Operations
Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
Both detail and results oriented
Works autonomously, reliably communicating upwards when appropriate
Strong planning, coordination, and risk management skills
Energy, drive, and determination to lead the team to deliver the required results
Ability to build up a high-performance incident/emergency management team
Knowledgeable of emergency alarm systems
Experience with site evacuation, shelter-in-place, etc. program development and implementation
Previous experience with large construction projects
