JOB OVERVIEW:
To prepare accurate, competitive, and compliant cost estimates for electrical works based on project specifications and contractual requirements. This includes analyzing drawings and BOQs, coordinating with vendors and subcontractors, and ensuring proper pricing strategies are applied for tender submissions and variation orders.
JOB RESPONSIBILITIES:
1. Tender Management
Study and analyze tender documents including drawings, specifications, BOQ, and technical/commercial requirements related to electrical scope.
Attend site visits and pre-bid meetings to assess project conditions and clarify scope.
Raise RFIs for design discrepancies or ambiguities in tender documents.
Ensure timely submission of all technical and commercial documents for electrical packages.
Review tender addenda and integrate changes accordingly.
2. Quantity Take-Off & Cost Estimation
Perform detailed take-offs for all electrical systems including LV, MV, ELV, lighting, earthing, cable containment, BMS, and fire alarm systems.
Calculate required manpower, equipment, and material based on project scope and methodology.
Conduct accurate rate analysis for labor, materials, and equipment.
Maintain and use a database of historical cost data and completed project benchmarks.
3. Vendor & Subcontractor Coordination
Prepare and issue inquiries to suppliers and subcontractors for relevant electrical works.
Evaluate quotations based on compliance, completeness, and commercial competitiveness.
Establish and maintain a qualified vendor/subcontractor database.
Coordinate with vendors to obtain technical datasheets, certifications, and lead time information.
Follow up to ensure timely receipt of competitive quotations.
4. Pricing & Commercial Offer
Prepare detailed pricing sheets, rate build-ups, and summary sheets for electrical scope.
Coordinate with Estimation Manager and cross-functional teams (Civil, Mechanical, Procurement) to ensure integrated pricing.
Assist in developing value engineering options and alternative proposals to reduce cost while maintaining compliance.
Ensure alignment with the company's margin, mark-up strategy, and tender conditions.
5. Post-Tender Handover & Support
Participate in project handover meetings upon award to ensure smooth transfer of estimation data to the execution team.
Support contract/commercial teams in variation claims, cost breakdowns, or clarifications requested post-submission.
Maintain proper documentation and records for all submitted tenders and quotations.
6. Market Analysis & Compliance
Monitor local and regional market trends for materials and labor.
Ensure all estimations comply with ADDC, DEWA, Civil Defence, and other authority requirements.
Review and update internal cost databases based on supplier feedback and market intelligence.
