Director Of HSE - Dubai (UAE)

We are looking for a Director - Health & Safety for our leading client in Dubai. You will be responsible to lead and develop the Group Health, Safety and Environment (HSE) function, covering various Business Units, to reduce hazards and ensure a safe working and operating environment. The Director - HSE will also develop, enforce, and monitor related HSE Program, managing a team of HSE specialists that cover key functional areas.

Key Accountabilities:

Lead and drive the development and execution of the Group HSE Strategy and Plan
  • Develop and execute the Group HSE strategy and plan, to include but not limited to Fire, Public Safety and Emergency Preparedness, Food Hygiene, Occupational Health and Safety and Environment and construction.
  • Keep abreast of local and international best practice HSE initiatives as well as the latest local + federal government regulations.
  • Design and develop the HSE strategy, frameworks and methodologies that is aligned to the legislative and internal compliance standards.
  • Design the HSE policies and procedures to enable compliance and execution of the strategy and plan.
  • Develop and maintain process maps that enable the development of group wide HSE policies and procedures.
Implement and manage the HSE Governance Structure
  • Implement the Group HSE governance and reporting structures.
  • Drive the implementation of the HSE committee meetings and working group meetings.
  • Drive the completion of key activities to reduce risk as a result of the HSE meetings.
  • Continuously reassess and evaluate status quo to optimize HSE governance structures and results.
  • Own and drive the company culture of ownership and awareness of health and safety.
  • Manage the change within the business relating to health and safety, through training and drive competence in all areas relating to HSE.
Define, manage, and drive implementation of the audits, incident reporting and risk management of HSE.
  • Draft and define the audit process and schedule to ensure legislative compliance and optimization of current resources.
  • Provide accurate and relevant reporting on HSE matters to the business to reduce risk and drive compliance standards.
  • Monitor the incident reporting system in conjunction with the Security and Risk departments to ensure the BUs provide complete and satisfactory reporting on operational incidents and near-misses.
  • When required, conduct investigations into operational incidents to ensure the correct process was followed.
  • Act as an expert for serious operational incidents during the investigation, recommend action plans and implement after obtaining approval.
  • Manage internal and external stakeholders and drive accountability for all HSE matters.
  • Drive the implementation of the appropriate action for non-compliance of HSE standards.
  • Advisory services to identify gaps and the most effective and efficient solutions to address them.
Achieve group financial targets relating to HSE.
  • Drive the optimization of internal resources relating to HSE.
  • Set HSE budget and targets for the business and drive the achievement of these through accurate monthly, quarterly and annual reporting.
  • Measure the impact of the reduced risks and incidents as a result of the HSE program on the business.
Team Management
  • Drive compliance within all UAE Labor legislation within the HSE function
  • Enhance staff retention and identify trends to reduce staff turnover within team.
  • Monitor staff satisfaction to reduce risk and meet the business objectives of the organization.
  • Conduct monthly one-on-one sessions with team members.
  • Coach and mentor team members
  • Create succession plan within team ensure that medium- and long-term talent requirements are catered for.
  • Manage team development by providing role clarity, allowing them skills diversity, performance managing and developing them appropriately.
  • Demonstrate abilities to anticipate and manage change.
  • Ensure that team members are customer focused.
Qualification:
  • Minimum of 15 - 20 years of experience in HSE, 5years as HOD
  • Bachelor\'s degree, preferably in relation to the health and safety field, e.g., Environmental Sciences; Natural Science; Health, Safety and Environmental Management, etc.
  • Master\'s Degree or equivalent Health & Safety qualification (e.g. NEBOSH) required
Institution of Occupational Safety and Health (IOSH) qualification
