Job Responsibilities:
Job Objective
Oversee, lead, and direct the development, implementation, execution, and update of Departments strategic,
budget and procurement, and operational plans, to ensure full compliance with Corporate Supply policy and
procedures manual to support the achievement of the company objectives.
Key Responsibilities/Duties
A. Strategy and Planning
xc2xb7 Direct and lead the development and implementation of the department related policies, systems, procedures manual, Delegation of Authority, system user manuals and standard forms to ensure compliance across the Authority and alignment with the companys overall policies and procedures.
xc2xb7 Ensure effective cascading of the sector strategy into the departments strategic and operational plans to achieve the companys overall objectives.
xc2xb7 Develop and direct the implementation of the department strategic, budget and procurement, and operational plans, and monitor corporate performance ensuring alignment with the sector strategy, the companys vision, mission and corporate objectives.
xc2xb7 Forecast and develop department budget and direct the monitoring of financial performance against the budget to ensure areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.
xc2xb7 Develop the department Key Performance Indicators (KPIs) in line with the companys overall objectives and ensure that sections meet KPIs in order to improve efficiency and effectiveness.
B. Operations (with sub-headings)
Procurement Strategy and Planning:
xc2xb7 Oversee, lead, and direct the implementation of the departments strategic, budget and procurement plans in coordination with relevant the companys organizational units to monitor the progress and ensure plans are executed as agreed; and review the analysis and recommendations for corrective actions in case of deviation or issues.
xc2xb7 Oversee, lead, and direct the development of an efficient procurement cycle, procedures, and process to define a structural approach for provision of the departments activities across the company in an effective, efficient, convenient, and optimal way.
xc2xb7 Oversee, lead, and direct the implementation of process improvements in all phases of the procurement cycle to ensure effective and efficient organizational spend.
Vendor Management:
xc2xb7 Oversee, lead, and direct the execution of the full vendor management cycle activities in coordination with relevant internal and external stakeholders from market research and surveys, registration, pre-qualification, onboarding, performance evaluation to payments including maintaining complete, accurate and up-to-date qualified vendor register in accordance with the corporate supply policy, procedures manual, and delegation of authority.
xc2xb7 Oversee, lead, and direct the vendor relationship management by building and maintaining long-term relationship with vendors to ensure effective and efficient partnership.
xc2xb7 Oversee, lead, and direct the resolution of complaints or claims received from the vendor in coordination with relevant the companys organizational units in accordance with the corporate supply policy, procedures manual, and delegation of authority.
Non-Tendering:
xc2xb7 Oversee, lead, and direct the execution of the full procurement cycle activities from procure to pay including maintaining complete, accurate and up-to-date register of non-tendering related (direct purchase method or purchases where the procurement policy is not applicable to) requests received from the companys organizational units as per their approved budget and procurement plans in accordance with the corporate supply policy, procedures manual, and delegation of authority while ensuring cost-effectiveness support of the companys requirements.
Orders Management:
xc2xb7 Oversee, lead, and direct the execution of the full management cycle activities of Orders from issuance to receiving, payment, closing, and maintaining complete, accurate and up-to-date register including executing amendments or cancelation activities if required in accordance with the corporate supply policy, procedures manual, and delegation of authority.
Tendering:
xc2xb7 Oversee, lead, and direct the full procurement cycle activities from procure to pay including maintaining complete, accurate and up-to-date register of tendering methods requests received from the companys organizational units as per their approved budget and procurement plans in accordance with the corporate supply policy, procedures manual, and delegation of authority while ensuring cost-effectiveness to support the companys requirements.
Contract Management:
xc2xb7 Oversee, lead, and direct the collaboration activities with Legal Affairs in updating standard templates for contracts to ensure alignment with the companys policies and procedures as well as applicable laws of UAE.
xc2xb7 Oversee, lead, and direct the full management cycle activities of Contracts from drafting to receiving, payment, closing, and maintaining complete, accurate and up-to-date register including executing amendments or termination activities if required in accordance with the corporate supply policy, procedures manual, and delegation of authority
Contracts and Release Orders:
xc2xb7 Oversee, lead, and direct the execution of the full management cycle activities of Contract Release Orders from issuance to receiving, payment, closing, and maintaining complete, accurate and up-to-date register including execution of amendments or cancelation activities if required in accordance with the corporate supply policy, procedures manual, and delegation of authority.
C. Talent Management and Development
xc2xb7 Direct the effective achievement of department operational goals through effective leadership and by setting department objectives, managing performance within the department, and developing and motivating the team to maximize performance.
xc2xb7 Oversee and lead talent development initiatives in coordination with the Human Resources Department and discipline experts and thereby ensure the availability of talent to fit the companys requirements.
xc2xb7 Act as a role model and ensure the team adheres to organizational values and ethics to establish a value-driven culture within the Authority.
xc2xb7 Share professional expertise and knowledge to build internal intellectual capital and facilitate knowledge sharing across the Authority.
xc2xb7 Manage, mentor, guide and coach section heads by using effective leadership strategies, providing directions and ensuring proper execution of all initiative undertaken by the company to the highest standards.
D. Corporate
xc2xb7 Oversee and direct periodic organizational structure change and to ensure optimal resource utilization.
xc2xb7 Direct change management through continuous improvement of department systems, processes and practices taking into account global standards and changes in the business environment, which demand proactive action plans.
xc2xb7 Ensure that all department reports are prepared timely and accurately and meet the company requirements, and quality standards.
xc2xb7 Oversee department adherence and compliance with all the company corporate policies, procedures and guidelines (HR, IT, Procurement, Finance, Health and Safety etc.) and code of business conduct.
E. General
xc2xb7 The level of performance should reflect the academic qualification, type of courses in the field of specialization, employee job level, and the level of productivity.
xc2xb7 The academic and professional certificates required and approved by the company should be acquired within the period specified and based on the employees Individual Development Plan.
xc2xb7 Perform the task and responsibilities independently unless an approval or directive was obtained to delegate the task to other employees in case of incapability to perform the tasks and responsibilities.
xc2xb7 Ensure teamwork, collaboration and dedication in performing duties.
xc2xb7 Showcase a strong leadership to the team members.
xc2xb7 Knowledge and awareness about the capabilities of the subordinates and showcase a strong knowledge in the field of specialization.
xc2xb7 Provide the required support and guidance to the subordinates.
xc2xb7 Take responsibility of the decisions made.
To qualify for this role, you must have:
xc2xb7 Max 15 years of experience in procurement and contracts out of which 6 years in a managerial position.
xc2xb7 Bachelors Degree (Supply Chain, Business Admin, or relevant field).
xc2xb7 Fluent in Arabic and English.
xc2xb7 Facilities Management experience is a plus.
