Overview

**This position is physically located in Kuwait in support of LOGCAP**

Oversee multiple dining facilities, including logistics, day-to-day operations, customer service, equipment maintenance, staff training and administrative functions. Interact closely with client and vendors to ensure quality standards and control costs. Maintain appropriate staffing levels, requisitioning additional staff as needed. Mentor, Coach and Train managers/supervisors and monitor facilities to ensure compliance with government requirements and company policies and procedures; review and updated training in response to changing requirements. Ensure compliance with Performance Work Statement (PWS), Tri-Service Code (TB MED 530), Combatting Trafficking in Persons (CTIPs), and Kuwait Specific Contract Requirements (KSCR).

Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

+ Manager the P&L of the DFAC Contract; work with Business Partners to include finance, contracts, and supply chain management to ensure contract success.

+ Interface with senior USG staff on contract issues related to planning, resourcing, executing and assessing contract requirements, modifications and performance.

+ Manage operational and administrative activities for contractor personnel, providing direction and guidance to DFAC managers and employees.

+ Ensure contract personnel, to include subcontractors, are trained, qualified, certified and licensed as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the Performance Work Statement (PWS)..

+ Identify processes and procedures required to execute the food service program in compliance with specifications, standards, safety and security requirements.

+ Ensure complete compliance with the Performance Work Statement (PWS) requirements.

+ Plans and implements policies and activities related to the timely, cost-effective provision of the full gamut of food service operations. Oversees and provides strategic input as required regarding food service planning and operations.

+ Provides strong, visible, and effective input for optimizing all food service functions within program.

+ Initiates, implements, and manages food service functions within program based on best industry practices and technical requirements, with an emphasis on planning/scheduling and cost.

+ Benchmarks service standards for each food service function against those of peer institutions with a view toward improving effectiveness, client satisfaction and cost.

+ Ensures that program food service operations and policies are fully compliant with host nation laws and customer unique requirements.

+ Coordinates the development of food service related sub-contracts as well as in the vendor selection and subsequent evaluations.

+ Monitors the effectiveness of food service operations and directs corrective action(s) in cases where satisfactory results are not attained or maintained.

+ Prepares reports, analyzes data, and makes recommendations for improving operations and solving food service related problems.

+ Perform additional duties as required.

Qualifications

+ MINIMUM QUALIFICATIONS:

+ Education/Certifications: Required: Bachelor's degree in Business Administration, Computer Science, or closely related field; Master's in Business Administration preferred. OR Minimum 7 years Military Food service experience in lieu of of Bachelor's Degree required

+ CLEARANCE/CERTIFICATION

+ ISO 9001 Familiarity

+ Six Sigma Black Belt certification strongly desired.

+ Must have or be able to pass within 90 days, ServSafe Manager Test.

+ Must have ability to acquire and maintain a Common Access Card.

+ Must have valid US Passport.

+ Must have a valid US driver's license and able to obtain Kuwait Driver's License.

+ Must be able to obtain and maintain a Secret Clearance.

+ Proof of COVID-19 Vaccination:

+ To be qualified for this position you must comply with USCENTCOM MOD 16 that requires proof that you are fully vaccinated for COVID-19, as defined by the CDC or host country requirements. As of now, to be fully vaccinated for COVID-19 you must have received either two doses of Pfizer BioNTech Vaccine, two doses of AstraZeneca/Oxford Vaccine, two doses of Moderna Vaccine, or one dose of Johnson & Johnson Vaccine, and two weeks must have elapsed after the final dose was administered. This definition may change in accordance with CDC guidelines. Compliance with this government requirement is an essential function of the position and is a condition of employment.

+ Experience:

+ 10+ years Senior Management experience required. Candidate must be able to work under pressure, manage multiple assignments simultaneously, and have excellent work ethics.

+ Skills:

+ Candidate must be able to work under pressure, manage multiple assignments simultaneously, and have excellent work ethics.

+ Strong planning and organizational skills. Requisite interpersonal skills required to work with various customer audits or inspections, to participate in various meetings and to present data/metrics to Vectrus leadership and technicians as required.

+ Proven skills in Analytical/Problem Solving techniques.

+ Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, Office Tools.

+ Ability to work within a very diverse workforce environment.

+ Excellent communicator both in writing and verbally.

+ Expertise in writing Statement of Work (SOW's), SOP'S, Plans, Work Instructions, processes and Project Orders a plus.

+ SUPERVISORY/BUDGET RESPONSIBILITIES:

+ Provides leadership, mentoring and training for program personnel.

+ MATERIAL & EQUIPMENT DIRECTLY USED:

+ Computers (workstations, laptops), Microsoft Office Suite Professional programs, including MS Access, Excel, Power Point, Word, and also knowledgeable in Share Point.

+ WORKING ENVIRONMENT:

+ Working environment will be 70% indoor, 30% outdoor. Work duties will potential exposure to extreme climatic conditions, i.e. temperatures over 140 degrees for extended periods.

+ . PHYSICAL ACTIVITIES:

+ Work will require lifting up to 25 lbs., stooping, climbing, prolonged standing, and prolonged sitting.

+ Employee use of personal protective equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision, and hearing protective devices.

+ Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules.
