Overview

**This position is physically located in Kuwait in support of LOGCAP**

Responsible for the direction and overall effective management and allocation of personnel and resources necessary to meet all contract specifications involving the LOGCAP Kuwait Arabian Peninsula Other (APO) Food Service Operation (FSO) Logistics Program requirements, along with appropriate coordination of Program /Department Managers. Directly responsible for the day-to-day management and performance of all Food Service Operations: administration; support; configuration control; property management; computerized food ordering management system; STORES; facilities; fleet management; and ES&H. Oversee multiple dining facilities programs, including logistics, day-to-day operations, customer service, equipment maintenance, staff training and administrative functions. Interacts closely with local US Government representatives as the primary V2X point of contact for all FSO Logistics requirements across all task orders under the LOGCAP Kuwait APO area of responsibility to ensure proper coordination and communication occurs to enhance overall operation excellence. Works with other LCV Kuwait APO TO Senior Leaders to ensure successful completion of the contract requirement.

Responsibilities

+ Ensures that material maintenance, transportation, supply, operation of Government-automated systems, and other food operation logistics services are provided as required in support of the Program, including:

+ Overseeing contract personnel, to include subcontractors are trained, qualified, certified and licensed as may be needed to perform the requirements of the contract in an efficient, safe and cost-effective manner under the requirements specified in individual sections of the LOGCAP Performance Work Statement (PWS)

+ Overseeing the operation of the specific STAMIS used to enter and audit maintenance documentation and other reporting activities.

+ Overseeing conduct of property management and inventory functions, to include documentation and control.

+ Overseeing conduct of food operation functions, to include shipping, receiving, packing, and crating activities.

+ Overseeing conduct of security management functions, to include on-site monitoring for physical security and protection of site personnel and visitors.

+ Overseeing and directing the consistent conduct of ES&H management functions to include training, documentation, and control of ES&H requirements and activities.

+ Overseeing conduct of STORES management functions to include inventory, control, and ensuring assets match anticipated maintenance requirements.

+ Responsible for developing and managing a 5 year life cycle replacement plan for all DFAC equipment and upgrading facilities.

+ Monitors the performance of department managers and supervisors; and ensure timely submission of CDRL reports

+ Oversees and monitors operational and service performance against contract requirements and reports to management at agreed interval s

+ Establishes and implements policies and procedures for performance and control of all company business management functions and the management and supervision of technical support .

+ Serves as the principal Installation Logistics FSO liaison between Company and Government on this Program, interfacing with Government authorities, subcontractors, technical representatives, and managers as required .

+ Responsible for the detailed planning and supports approval of operational budget , monitors contractual performance and cost of the work, and acts to minimize/correct discrepant conditions.

+ Ensures personnel understand how their efforts influence the site's ability to meet and exceed contractual requirements. Ensure personnel receive objectives and standards, are held accountable for meeting them, and are rewarded for their efforts .

+ Responsible to ensure all applicable Operating Instructions, Project Orders, SOPs, Plans, Policies, and Procedures, and Work Instructions are carefully followed to ensure all internal and external audits are passed with minimal to no noncompliance issues .

+ Performs other duties as assigned.

Qualifications

+ MINIMUM QUALIFICATIONS: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.

+ Required: Bachelor's degree in Food Business, Hospitality Management, Culinary Science, or Applied Food Studies, Business Administration, or closely related field; OR Minimum 10 years Military Food service experience in lieu of Bachelor's Degree required

+ Experience:

+ Minimum 10 years Military Food service experience which provides an in-depth understanding of Food Service Operations and the principles of organization, management, and administration.

+ Five (5) years specialized experience operating managerial activities in a type of work involving a combination of logistical and operational support functions directly related to military garrison logistics management and readiness.

+ Specialized areas of experience include logistics support in the areas of food supply, kitchen equipment maintenance, and transportation; interrelated functions of military/USG financial management and general accounting requirements; an understanding of the DLA Subsistence Total Order and Receipt Electronic System (STORES). This includes the ability to implement and manage food service functions within program based on best industry practices and technical requirements, with an emphasis on planning/scheduling and cost relative to the above. Able to effectively manage material readiness programs, logistical training, and support, produce succinct and professional military correspondence, and possesses a keen knowledge and understanding of the military chain of command. Work experience in a remote location desirable.

+ CLEARANCE/CERTIFICATION:

+ ISO 9001 Familiarity

+ Six Sigma Black Belt certification strongly desired.

+ Must have or be able to pass within 90 days, ServSafe Manager Test.

+ Must have ability to acquire and maintain a Common Access Card.

+ Must have valid US Passport.

+ Must have a valid US driver's license and able to obtain Kuwait Driver's License.

+ Must be able to obtain and maintain a Secret Clearance.

+ SKILLS:

+ Candidate must be able to work under pressure, manage multiple assignments simultaneously, and have excellent work ethics.

+ Strong planning and organizational skills. Requisite interpersonal skills required to work with various customer audits or inspections, to participate in various meetings and to present data/metrics to Vectrus leadership and technicians as required.

+ Proven skills in Analytical/Problem Solving techniques.

+ Computer proficiency in Microsoft Office Excel, PowerPoint, Outlook, Word, Office Tools.

+ Ability to work within a very diverse workforce environment.

+ Excellent communicator both in writing and verbally.

+ Expertise in writing Statement of Work (SOW's), SOP'S, Plans, Work Instructions, processes and Project Orders a plus.

+ SUPERVISORY/BUDGET RESPONSIBILITIES:

+ Leads and manages a very large Food Operations Installation Directorate consisting of multi-functional departments, including both Direct Hire and Subcontract personnel, in the day-to-day Directorate mission support responsibilities operating within established budgetary guidelines.

+ MATERIAL & EQUIPMENT DIRECTLY USED:

+ Computers (workstations, laptops), Microsoft Office Suite Professional programs, including MS Access, Excel, Power Point, Word, and also knowledgeable in Share Point.

+ WORKING ENVIRONMENT:

+ Working environment will be 60% indoor, 40% outdoor.

+ Work duties will potential exposure to extreme climatic conditions, i.e. temperatures over 140 degrees for extended periods.

+ PHYSICAL ACTIVITIES:

+ Work will require lifting up to 25 lbs., stooping, climbing, prolonged standing, and prolonged sitting/standing, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.

+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.

+ Must comply with all Fire and Safety Regulations and post policies.

+ Must comply with OSHA, EPA, Fire and Safety Regulations and published company work rules.
