Job Purpose:
Reporting to the Deputy Director, the funding Program Manager will assist in managing the Global Coral Reef R&D Accelerator Platform (CORDAP) funding program design, implementation, monitor the end-to-end grants life cycle, and formulate goals and priorities related to assessing the technology readiness levels of CORDAP’s research outcomes. Plays a key role in monitoring effectiveness of translation activities through project management, data management, analysis and continuous improvement activities by overseeing the establishment, redefinition, and strengthening of relationships between amongst awardees, collaborators, platform partners and end users.
Responsibilities:
  • Works closely with the Platform leadership to plan, design and implement strategic funding opportunities for coral research, development and translation activities.
  • Prepare and implement CORDAP Calls for research proposals, manage submitted proposals and lead the review process.
  • Assist in the development and implementation of Platform funding policies, procedures, terms and conditions, and contracts.
  • Monitor project progress and outcomes.
  • Provide support for the Panel of Experts to prepare and submit a recommended ranking of proposals based on the outcomes of reviews.
  • Facilitate development of ideas for platform scientific, networking and fundraising events, design and implement corresponding execution strategies.
  • Oversee the organization and execution of high profile CORDAP events.
  • Develop and manage relationships with other relevant agencies, organizations and bodies.
  • Actively and effectively participates in Platform-wide initiatives and priorities by undertaking planning, development, and implementation of long-range plans of the Platform
  • Participates in management reviews, risk assessment and issues resolution.
  • Perform other duties as assigned.

Person Requirements: Competencies
  • Knowledge of solution oriented scientific and engineering research, both mission and operations;
  • Knowledge of the research and development value chain, including technology readiness assessment and engagement with end users.
  • Knowledge of research and development funding processes and procedures, and the intellectual property implications for scientific research projects;
  • Strong leadership, strategic planning, organization, time management, analytical, and critical thinking skills with the ability to identify and solve problems, make decisions, and implement changes;
  • Ability to work collaboratively and foster a cooperative work environment with multi-cultural researchers, international and national agency staff, colleagues, and others at all levels who are engaged in world-class research, development and coral restoration.
  • Excellent overall computer skills and solid experience in data management software including databases (web- based and local);
  • Presentation skills, including experience presenting to potential applicants, senior government staff and global peers.
  • Demonstrated ability to account for and manage financial information and to review and report on contract award funding and expenditures.
  • Strong verbal and written communication skills in English;
  • Adaptability and stress tolerance.

Qualifications
  • Bachelor's degree in Science
  • PhD in a relevant discipline ( natural/marine science or engineering) is preferred

Experience
  • At least 7 years of professional experience, 2 years of which must have been in R&D program or funding management, including equivalent specialized experience which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position
  • Examples of specialized experience include but are not limited to overseeing and managing projects, multi-functional programs and attendant resources; explaining, interpreting and applying complex policies, procedures and guidelines related to contract management and concepts, and terms and conditions of research agreements; direct consultancy experience, and experience drafting policies and procedures; and drafting and negotiating contract agreements and contracts, particularly those with intellectual property provisions supporting collaborative scientific research projects.
  • Grant funding agency experience preferable.
  • Experience working in a scientific and/or engineering research environment.
  • Experience in coral management/research and/or coral conservation is desirable
