Job Description

Parsons is looking for an amazingly talented **Commercial Director** to join our team! The candidate will provide commercial leadership and management for every phase/stage of a significant aviation and transportation infrastructure project. In this role, you will manage all commercial activity for the Project in relation to the aviation facilities, working with the client team and the project team to assure on-schedule completion within or below budget and in accordance with all client requirements. Provide commercial leadership, management and guidance to assigned personnel and ensure proficiency and timeliness of commercial and contract administration. including reviewing contracts and identifying potential conflicts, together with compliance with commercial processes and procedures.

**What You'll Be Doing:**

+ Support the Senior Commercial Director in all commercial and procurement related matters.

+ Assist in the in the supporting of the client project executives, project leaders and project directors in monitoring and controlling the performance of contracted services to ensure services are effective, meet statutory requirements and deliver the desired outcomes.

+ Lead Project start up, implementation of procurement, commercial and contractual procedures and protocols.

+ Monitor compliance with processes and where possible identify areas where improvements can be made

+ Assist in negotiations to facilitate the placing of Major Contracts.

+ Negotiate and clarify contractual requirements in meetings with consultants and contractors

+ Responsible for providing direction and expertise in commercial activities for strategic requirements.

+ Responsible in providing direction and expertise to procurement activities for strategic requirements.

+ Responsible for review of Tender submissions and evaluation of the same for recommendation to the client.

+ Responsible with others for the overall cost of the Project(s) (Budget and Forecasts).

+ Manage resources and performance within allocated budgets

+ Manage a team of both pre and post contract commercial staff, with other managers, commercial and procurement resources to ensure project requirements are fulfilled

+ Chair commercial meetings and attend design meetings, progress meetings, workshops, etc. as required.

+ Responsible/manage with others all commercial and procurement duties, including payments, change management, variations and issuance of commercial and procurement reports.

+ Advise Senior Commercial Director and Client on all procurement, commercial and contractual issues with the various Contracts.

**What Required Skills You'll Bring:**

+ Bachelor's degree in Engineering, Quantity Surveying, or related field

+ 20+ years of relevant leadership experience

+ Significant experience in PMO/PMC on giga / mega value projects

+ Experience in large scale projects in Aviation.

+ RICS, MRICS, or equivalent

+ Requires a comprehensive knowledge of industry business practices and the negotiation of contracts.

+ Ability to perform in a senior management capacity.

+ GCC (Gulf Cooperation Council) experience preferred, KSA (Kingdom of Saudi Arabia) ideal.

+ Leadership and management of large teams.

+ Effective oral and written skills for client presentations, technical reporting, and internal / external correspondence; Ability to effectively present information to key stakeholders as required by the client.

+ Understanding of the construction management at risk alternative delivery process and the functions inherent to construction management of large-scaled projects

+ Understanding of budget development and cost accounting

+ Ability to manage and encourage a team of construction management professionals.

+ Ability to interface with all levels with project team, client, and others.

+ Knowledge of construction contract negotiation and administration

+ Ability to read, analyze and interpret complex documents.

+ Ability to respond effectively to the most sensitive inquiries or complaints.

+ Ability to apply principles of logical or scientific thinking to a wide range of support function problems.

+ Ability to function in a multi-organizational environment by developing relationships that complies with the client's proactive, collaborative culture.
