Job Description

The Civil Engineer will serve as the Owners Representative for a Combined Cycle Gas Turbine (CCGT) Independent Power Project, overseeing all civil engineering activities throughout the project lifecycle. This role ensures technical integrity, quality assurance, site compliance, and adherence to project specifications, codes, and HSSE requirements. The successful candidate will safeguard the owner's interests by monitoring construction progress, reviewing designs, coordinating with stakeholders, and supporting commissioning and operational readiness.
JOB DESCRIPTION:
Project Planning & Coordination

  • Collaborate with project teams to develop and review civil engineering project plans.
  • Ensure civil engineering activities align with overall project objectives, schedules, and technical requirements.
  • Coordinate with construction teams to plan site activities and ensure execution according to the project timeline.
  • Work with contractors to prepare detailed schedules for civil installations and inspections.
  • Monitor progress versus plan and recommend adjustments to maintain deadlines.
Design Review & Technical Analysis
  • Review detailed civil designs, specifications, and engineering deliverables.
  • Conduct structural analysis and assessments as required.
  • Interpret civil drawings during construction, ensuring contractor compliance with specifications.
  • Assist in resolving design-related issues by coordinating with the Engineering Team.
  • Ensure accurate updates and maintenance of as-built drawings.
Construction Oversight
  • Supervise civil construction activities to ensure compliance with approved drawings, specifications, and standards.
  • Coordinate with contractors to resolve on-site engineering challenges promptly.
  • Monitor site execution to confirm work aligns with quality expectations and project requirements.
Quality Assurance & Control
  • Implement and maintain QA/QC procedures for civil construction activities.
  • Conduct routine inspections, audits, and quality checks to ensure compliance with industry standards.
  • Ensure contractors follow approved procedures, ITPs, and standards during civil work.
Budget & Cost Management
  • Work with project managers and planning engineers to develop and manage civil engineering budgets.
  • Monitor civil construction costs and resource utilization to stay within budget limits.
  • Provide inputs for budget forecasts and site progress cost reporting.
Documentation & Reporting
  • Maintain accurate records of civil engineering activities, inspections, and approvals.
  • Prepare progress reports, quality documentation, and NCRs as required.
  • Maintain logs of site activities, deviations, and resolutions.
Permitting & Regulatory Compliance
  • Ensure compliance with local, regional, and international regulations and permitting requirements.
  • Coordinate with regulatory bodies and ensure documentation meets approval requirements.
Stakeholder Communication
  • Act as a liaison between the owner, contractors, consultants, and internal project teams on civil engineering matters.
  • Provide regular updates to senior management regarding civil progress, risks, and challenges.
  • Participate in site meetings to align deliverables and resolve technical issues.
Site Inspections
  • Conduct site inspections to verify compliance with ITPs, approved drawings, and applicable codes.
  • Monitor construction activities and identify deviations or non-conformances, ensuring timely corrective action.
Technical Document Reviews & Approvals
  • Review and approve Method Statements (MS), Inspection Test Plans (ITPs), and Material Approval Requests (MARs).
  • Ensure all submissions meet project specifications, civil codes, and international standards.
Health, Safety & Environmental Compliance
  • Ensure all civil construction activities comply with HSSE standards and project safety protocols.
  • Perform risk assessments and ensure safe working practices are followed on site.
  • Support HSSE programs through active participation in toolbox talks, inspections, and safety meetings.
Compliance with Civil Standards
  • Ensure adherence to applicable civil engineering codes such as ACI, ASCE, AISC, IBC, ASTM, ISO, BS, and SBC.
  • Demonstrate strong proficiency in reading and interpreting civil drawings, MS, ITPs, and MARs.
KEY QUALIFICATIONS:
  • Bachelor's degree in civil engineering or related field.
  • 5-7 years of experience as a Civil Engineer in CCGT power projects.
  • Professional Engineer (PE) license is highly desirable.
  • Strong experience with civil construction practices, inspection techniques, and structural integrity assessments.
  • Knowledge of standards such as ACI, ASTM, BS, ISO, SBC, with expertise in concrete, steel structures, soil mechanics, and foundations.
  • Proficiency in testing and inspection (soil compaction, concrete strength, rebar inspection) with the ability to interpret technical test results.
  • Excellent project management, communication, and interdisciplinary coordination skills.
