Job Summary

The Chief Technology Officer (CTO) will be responsible for defining and executing the overall technology strategy for Joud LLC's BNPL and fintech platforms. The role focuses on building secure, scalable, and compliant systems aligned with Qatar Central Bank (QCB) regulations, while leading engineering teams, managing vendors, and supporting business growth through reliable technology operations.

Key Responsibilities

Define and own the technology strategy, system architecture, and roadmap for BNPL and supporting platforms. Design systems to meet security, performance, scalability, availability, and cost efficiency targets. Lead engineering, data, and IT operations, establishing strong SDLC, release management, and incident response processes. Manage integrations with payment service providers (PSPs), e-KYC vendors, credit bureaus, and other third-party systems. Implement technology controls aligned with information security, data protection, vendor governance, and change management policies. Ensure full compliance with applicable regulatory and industry standards, including QCB technology and cyber risk requirements. Lead technology risk governance, including architecture reviews, risk registers, audit remediation, and vendor due diligence. Establish secure data platforms with proper access controls for reporting, credit decisioning, and regulatory evidence. Define, test, and maintain business continuity and disaster recovery plans (RTO/RPO). Manage technology budgets, vendor contracts, capacity planning, and unit economics. Hire, coach, and retain high-performing technology teams, setting performance goals and development paths. Partner with Product, Compliance, Operations, and Finance teams to support business objectives and audit readiness.

Requirements

Bachelor's degree in Computer Science, Engineering, IT, or a related technical field (advanced degree is an advantage). Minimum

10+ years

of experience in software engineering, with

5+ years

in senior technology leadership roles. Proven experience in fintech, payments, BNPL, or other regulated financial services environments. Strong background in integrating PSPs, KYC/e-KYC solutions, and credit bureaus. Solid knowledge of secure SDLC, cloud architecture, data protection, and incident management. Experience working with auditors, regulators, and compliance teams. Familiarity with PCI-DSS, 3-D Secure, and Qatar regulatory frameworks is highly preferred. Strong leadership and people-management skills with experience mentoring senior engineers. Experience with modern data platforms and system observability is an advantage.
