Job Summary:

Raytheon Emirates Limited (REL) develops, plans and executes projects in UAE, partnering with local industry to maximize the use of UAE's advanced technology and highly capable industrial base. These projects contribute to Raytheon's global supply chain in the production of components for Raytheon's products and may also be UAE-unique projects for local and export markets.

Raytheon Emirates is seeking an experienced Associate Director to lead the capture, planning and execution of its projects and to lead its project management function. The role will establish project management processes, tailor current Raytheon Missiles & Defense (RMD) processes, and recommend necessary project management tools and resources, to enable projects to be planned and appropriately managed by REL. The role will also work closely with functional resources located in other international Raytheon companies, the region and in the US to optimize project execution, draw on experience and maximize return.

This person will be forming a close working relationship with the Tawazun Economic Council and with Tawazun Acquisition to understand their requirements, review and approval processes and expectations for capabilities growth in UAE. Similarly, a close working relationship with military customers and stakeholders will be necessary to understand their needs and priorities.

This position is located in Abu Dhabi, United Arab Emirates reporting to the Managing Director, for US Expat this would be an international assignment on a MOU.

Responsibilities to Anticipate:

Provide leadership, management, and direction to the program management function

Lead the development of strategy, governance, and risk management for program operations in accordance with the company's policies and procedures.

Drive results by governing and maintaining the programmatic and performance management policies, plans, program controls and procedures and provide expert advice on the application of project management procedures and tools.

Manage and execute project management activities to ensure head contract and subcontract requirements are delivered on time and within budget ensuring effective and efficient risk management, production, quality assurance, budget, and schedule control.

Lead specified business development including requests for tender, proposal or information, expression of interest, and unsolicited offers.

Protect the company's commercial position and deliver the appropriate financial return from programs. Identify, establish, and mentor UAE industry suppliers to support the acquisition and sustainment of capability elements.

Develop and maintain effective relationships with a broad range of stakeholders including managers, customers, relevant areas within Industry as well as key partners and suppliers, both locally and internationally.

Lead, coach, and mentor project staff to develop and enhance business, financial management, and project management skills and to entrench and improve inter and intra team collaboration to maintain and grow the capability and capacity of the workforce.

Drive continuous improvement, by the design, development and implementation of projects to create efficiencies within the company.

Manage the coordination and development of industrialization concepts and proposals, supporting negotiation of industrialization agreements, establishing strategic industrial partnering agreements, and coordinating associated supply chain arrangements.

Support an environment that promotes sharing of best practice, information, and collaborative behaviours.

Act in accordance with the company's Code of Conduct relating to professional workplace behaviour, maintaining confidentiality and health and safety.

Be willing and able to travel internationally and domestically on a regular basis.

Qualifications You Must Have:

Bachelor's degree in Program Management, Business, Science, Technology, Engineering, or Mathematics (STEM)

At least 12 years of prior, relevant experience

Experience in complex project management:

Has led a project team(s) that may include members from external organizations and some embedded functional teams.

Has led teams and key suppliers who are geographically dispersed and working in different time zones.

Multiple / complex lines of communication with customers and stakeholders are very active and require careful management.

Able to make decisions that consider political factors.

Variable backlog or schedule with compounding interactions creates frequent utilization challenges.

Substantial number of specialist resources that are difficult to obtain and replace.

Experience in program planning, budgeting, and tracking to cost and schedule

Experience with Earned Value and managing Gate Reviews, Estimates at Completion (EACs) and Program Management Reviews (PMRs)

Experience with Integrated Product Development System (IPDS) or equivalent project management and engineering management systems

Qualifications We Value:
