KEY ACCOUNTABILITIES: GENERAL The Sourcing & Contracts - Assistant Manager is responsible for:
Supporting the management of procurement processes of various global projects (as assigned by the Senior Sourcing & Contract Manager).
Ensuring all procurement-related contracts deliver the best value to DP World (completed on time, on budget and quality as per the agreed scope of works).
Ensuring all tenders are conducted in a fair, transparent, auditable, and ethical manner (as per the Group Procurement Policy).
Build trusted relationship and collaborate with internal project stakeholders and external vendors.
Ensure all tender and contract documents are kept up-to-date and maintained for audit trail purposes.
The Assistant Manager - Sourcing & Contracts will be responsible for specific tasks in each project-related procurement phase, as explained herein: Pre-tender Phase:
Participate in procurement strategy meetings with project stakeholder to ensure a clear understanding of the project, agree on procurement process timelines, agree tender scoring criteria, and define roles and responsibilities.
Vendor Selection and Pre-Qualification:
Collaborate with the Vendor Management Team to ensure all proposed vendors are registered and pre-qualified on the relevant eSourcing portal.
Support the establishment and maintenance of pre-approved vendors based on category management.
Support the completion and review of vendor selection documents that require approval from project stakeholders prior to tender publication.
Tender Preparation:
Review all tender documents to ensure completeness and fit-for-purpose
Ensure tenders are created on the relevant eSourcing Portal.
Ensure all relevant approvals are obtained prior to tender publication.
Tender Management and Evaluation:
Ensure all vendor clarifications are addressed in a timely manner by liaising with relevant project stakeholders.
Proactively manage vendor participation in tenders to ensure responses are received in a timely manner.
Ensure all tender clarification meetings are arranged and executed in a timely manner.
Support end-users with conducting technical evaluations and preparing technical evaluation summary reports.
Support commercial analysis of tender responses and prepare commercial evaluation summary reports.
Commercial Negotiation and Award:
Execute negotiation strategies with shortlisted vendors to obtain best and final offers (as agreed with the Senior Sourcing & Contract Manager)
Prepare, present, and obtain approvals on final award recommendations.
Contract Preparation and Execution:
Execute contracts based on agreed contract templates and agreed deviations from the tender process (as approved by the Senior Sourcing & Contract Manager)
Issue and obtain approvals/signatures from relevant parties for commercial documents/contracts.
Contract Management Activities:
Ensure all contracts are executed on the relevant eSourcing Portal with key meta-data.
Support the management of the overall contract lifecycle.
Where applicable, review and approve invoices and payments related to executed commercial contracts.
Support the management, analysis, and execution of any addendums, amendments, and variation orders.
Ensure contract closeout activities are completed in a timely manner.
Prepare and manage a contract management checklist to ensure all contractual requirements are met.
Support end-user with vendor performance management activities.
Other Tasks:
Promoting and demonstrating positive behaviors in harmony with DP World’s values and culture.
Understanding and adhering to DP World’s, Principles, Code of Conduct and Ethics policies.
Performing other related duties as assigned; and
Managing and leading of an engaged team, promoting collaboration, and ensuring SMART objectives are established and monitored on a regular basis (Applicable only if the role has direct reports).
Q UALIFICATIONS, EXPERIENCE AND SKILLS: Qualifications:
Bachelor (or higher degree) in Business Administration/Management (hons)
Knowledge of and relevant training in Contract Management
Experience:
Minimum of 3-5 years of experience in contract management roles within large multinational organizations.
Proven track record of successfully delivering commercial tenders and contracts (specifically within IT, Security and Professional Services categories).
Demonstrable knowledge of laws related to commercial contracts and procurement legislation.
Ability to work autonomously.
Proven proficiency in the use of MS Office and eSourcing Technologies.
Proven ability to resolve project-related issues and prioritizing deliverables.
