Purpose & Context
The Group Regulatory function is responsible for providing leadership and regulatory support to all units of the business at group and OpCo level. The function monitors new regulatory policies and issues and works as an early warning on risks and opportunities. It provides input into proposed regulatory policies and regulations to ensure that OG and OpCos interests are taken into account. The function provides support for lobbying with governments and regulators and managing the strategic agenda with industry and policy shaping bodies to reinforce OG priorities. The purpose of this role is to provide specialist telecommunications regulatory support for Ooredoo Group and its operating companies and to ensure the function’s responsibilities are fulfilled. The role will support our regulatory functions at each of our country level define and implement optimised regulatory positions on various technical and operational issues, such as licensing, spectrum policy and management, scarce resource management, fixed and mobile broadband, Internet, VoIP, USO, network sharing, unbundling, FTTx, wholesale services, international connectivity, broadcast, OTT etc Role Accountabilities
In partnership with the regulatory head and each of the operations, align regulatory operations policy goals across Ooredoo and lead the development, execution, and continuous improvement of:
  • Our regulatory strategy - assisting in the development and implementation of the overall regulatory strategy at Group level and support its implementation at operations level.
  • Awareness - staying abreast and disseminating the latest thinking, best practice and benchmarks in the regulation of fixed and mobile markets and new digital markets.
  • Mobile and Fixed Network technologies – advising the business on regulatory implications of new technologies, such as VoLTE, 5G, MIMO, ESIM, and impact of such technologies in terms of meeting coverage obligations, Quality of Service requirements, customer onboarding etc.
  • Spectrum management – working with our technology departments to developing a spectrum roadmap and advocating to regulatory authorities’ appropriate assignment, allocation and pricing policies, including technology switch offs, re-farming plans, white spaces, private networks, spectrum for IOT.
  • Access and interconnection – working with our technology teams to determine the appropriate operating models and technical requirements for facilitating network roll-out, including wholesale arrangements (VULA, Bitstream, National Roaming), IP interconnection.
  • Network sharing – working with our technology teams to determine the optimal network sharing arrangements with industry, including their operating models, terms of engagement and supporting their implementation with regulatory authorities.
  • International connectivity – working with our wholesale and B2B teams to implement regulatory requirements in each of our markets to improve our international connectivity, through both cable an, satellite technologies.
  • Smart connectivity – keeping abreast and advising the business on regulatory processes and rules around new forms of smart connectivity, including IOT, M2M, Smart cities etc.
  • Consultations - Provide support and governance to the operations in the preparation of responses to public consultations, investigations, regulatory audits and other queries issued by the respective regulators and related government ministries.
Experience
  • At least 12 years’ experience directly related to duties and responsibilities at least 5 of which should be within a telecommunications regulatory environment.
  • Understands telecommunications market, services, and commercials.
  • Understands telecommunications systems and network architectures and the impact regulation has on these.
  • Experience in developing and responding to telecommunications regulatory consultations.
  • Experience in developing and managing wholesale relationships.
  • Solid knowledge and understanding of different legal and telecommunications regulatory frameworks and associated best practices.
  • Knowledge and understanding of different telecommunications legal and regulatory frameworks.
Qualifications
  • Business Degree or Advanced degrees (Master’s or MBA)
  • Fluent in English – Arabic/French a plus
