Job Role: Application Manager - DCS & Airports

Job Location: Dubai, U.A.E.

Job Summary: Acts as consultant and business partner to the company, provides and implements IT solutions, plans budgets and develops projects for the assigned business departments to ensure ROI and cost efficiency. Develops and aligns the IT strategy for the business departments with the business strategy in collaboration with company\'s teams. Manages relationships with business stakeholders and ensures business needs are cost effectively addressed through IT solutions and services. Leads the IT solutions and services to meet on-going business requirements and needs.

Decision Making Parameters:

• Empowered to make decisions on all aspects related to IT Solutions, projects and work programs for the company, within the framework of responsibilities and boundaries identified with his/her role and in accordance with standard practices and guidelines set by the company.
• Consults with HOD/CEO/Head of Ground operations on all non- routine and budget related decisions. All duties shall be performed through proper channels and in compliance with adopted policies and procedures.

Key Result Responsibilities:

• Reviews performance of IT applications and services against approved objectives ensuring business satisfaction levels are met and monitored.
• Shares responsibility; develops and maintains effective working relationships with business heads, line managers, and teams in the assigned business units to ensure best services are provided; advises business stakeholders on IT investment decisions.
• Plans, implements, and manages IT budgets and work programs for business units that realize business benefits and best practices in industry, as well, meet/exceed company\xe2\x80\x99s expectations. Ensures programs are implemented end-to-end including transition into \xe2\x80\x9cbusiness-as-usual\xe2\x80\x9d.
• Identifies business focus areas to develop/manage a roadmap of all business applications ensuring the functional capability of systems is enhanced in line with changing business needs.
• Takes full responsibility for satisfactory completion and periodic review of approved IT projects ensuring deliverables are completed within agreed timescale, cost and budgets.
• Responsible for timely implementation of Departure Control System across the network by liaising with the station and the DCS provider;
• Responsible to coordinate with training department for training arrangement at station for migration to company\'s Departure control system;
• Responsible for analysing and deciding the suitable network connectivity and DCS implementation based on the facilities available at the airport;
• Responsible to Liaise with various government authorities to ensure the DCS is tested, certified and complied with all Government requirements such as APP, APIS, AQQ etc for various countries;
• Responsible to ensure that all stations (including manual stations) are complied with applicable governments requirements such as APP, APIS, AQQ...etc and direct/guide for corrective actions if needed;
• Responsible to attend various Regulatory/non-regulatory meetings/conferences on behalf of the company;
• Support outstations and act as a focal point of contact for Departure Control System issues and facilitate in submitting APP/APIS messages through web portals for NON DCS stations.
• Responsible for designing, implementing and maintaining boarding pass and baggage PECTAB as required by the company or station as per the Government authority.
• Responsible to maintain, update and manage Aircraft Database in the DCS as per the applicable AHM560/565 for the company and all handled carriers and get approval from respective carriers before activating in DCS;
• Identifying and reporting all occurrences, hazards, operational irregularities, unsafe conditions or practices in a timely manner and being familiar with company SMS policy.
• Any other administrative or operational functions in the scope of ground operations that may be assigned by the Head of Ground Operations.
• Collaborates with Stakeholders to carry out analysis and feasibility studies and recommend changes on business processes through improvements in information systems.
• Provides effective leadership to the project team and regular accurate communication to stakeholders.
• Develops and maintains knowledge in the Group business domain; collaborates with technology experts and suppliers to recommend/deliver feasible solutions to business needs in alignment with design and architecture principles and fundamentals approved by the Group.
• Decides on all IT business solutions and requirements for the assigned departments and acts as the sole representative of the company to address those solutions and requirements and ensure achieving them rightly, timely and cost-effectively.
• Keeps abreast with new innovations in the IT industry to enhance service continuously. Conducts benchmark studies and analysis to stand on best practices in the industry and incorporate those practices within the IT environment to enhance efficiency.
• Partners to achieve and stream standardization in Information Technology areas within the company. Provides support and guidance to cross-functional teams on business requirements to incorporate in IT policies, procedures and performance measures.
• Performs any other additional responsibilities as directed by the HOD/CEO/Head of Ground Operations

Job Specifications:

• Bachelor degree in Computer Engineering/ Computer Science/ Technology or equivalent, Masters degree is preferred.
• PMP Certification or other Project or Program Management qualification is preferred.
• Excellent knowledge in Airport workflow and Airline Departure Control System.
• Proficient in Microsoft Office (Expert in Excel and Spreadsheets), Internet, Web Search and Adobe Photoshop.
• Fluent in English Language, Arabic is a plus.

Work Experience & Other Competencies:

• 8+ years\xe2\x80\x99 experience in Information Technology Management, 4 of which at least in a leading role.
• Experience with the Aviation/Airline industry is essential.
• Has worked/ capable of working on DCS systems and software packages. Familiar with DCS project management;
• Relationship Management - with complex, senior level stakeholder management, leading delivery of business IT solutions, preferably working with external solution providers.
• Expert in planning and delivering business IT solutions that serve and enable business change and transformation.
• Proven record in successful business IT projects delivery, on a large scale, using industry standard methodologies.
• Good experience in facilitating project risks and identifying mitigation actions.
• Managed or has been a part of Project Management Office.
• Experienced in conducting benchmark analysis and feasibility studies to recommend best practices and enhancements to the work environment.
• Expert in analyzing data, identifying pitfalls and recommending cost-effective IT business solutions.
• Effective persuasive, negotiation, problem solving and decision-making skills.
• Employs technical expertise, and interpersonal relations to execute new initiatives and achieve the company\'s objectives.
• Capability of understanding market trends and translating them into effective IT solutions.
• Demonstrates the ability to contribute and successfully deliver against business strategy and set KPIs.
