OVERVIEW OF THE DEPARTMENT/SECTION

The Compliance function in MUFG Dubai is performed by the Head of Compliance and a team of five permeant staff members. The Head of Compliance is based in Dubai. He is also the Money Laundering Reporting Officer (MLRO). The role of this position combines the management of the local compliance requirements of MUFG Dubai and its sub-branches, and the coordination of compliance processes and procedures across the Middle East offices (excluding Rep offices in Iran and Cairo).

MUFG Dubai Compliance Team is in charge of the day to day Compliance duties which reaches up to 60 tasks ranging from daily to repeated ad hoc. Those tasks include (but not limited to) KYC management, transactions and sanctions monitoring, creation and implementation of policies and procedures, monitoring, training, implementation of procedures in respect of changes in local laws and regulations, conflict of interest management including material non-public information, etc.

The Compliance team is split in 2 functions:

- AML/KYC/ABC and Financial Crime team: headed by a VP and 2 staff members. The team is in charge of all financial crime related matters, including but not limited to transactions investigations, KYC reviews, sanctions related matters, client on-boarding processes etc.

- Core Compliance team: composed of 2 team members, handling the regulatory environment, training, advisory and monitoring aspect of the team.

MAIN PURPOSE OF THE ROLE

Overall responsibility is to assist the Middle East Compliance function in developing and leading on compliance strategies for the Middle East region (covering Dubai, KSA, Doha and Bahrain). The position also needs to support Middle East Compliance Function in the implementation of the regional core compliance programme and day to day compliance related tasks specifically in the core compliance area, including but not limited to, Regulatory Affairs, Advisory, Policies, Procedures, Monitoring, Islamic Finance and Training. In addition to the below rules/responsibilities, the role also includes backup to the other Middle East Compliance team members as needed.

KEY RESPONSIBILITIES

Essential Functions*:
  • Monitor Head Office relevant circulars and timely circulation of all relevant compliance material/knowledge/information/awareness and raise attention/ awareness of staffs in MENA.
  • Production of relevant MIs, lead and frequently update the Core Compliance Risk Assessment and heat maps ascertaining the risks involved.
  • Preparation and monitoring the delivery of Core Compliance Annual Compliance Plan.
  • Handle requests related to Information and Conflict Walls with Compliance Control Room.
  • Liaising with Global Compliance Division in Tokyo Head Office regarding regional Compliance matters
  • Involvement in EMEA wide projects as well as rolling out global initiatives across the region.
  • Handle Gift and Entertainment applications.
  • Amend, review and finalisation of any required Compliance policy or procedures.
  • Independently lead initiates on raising attention/awareness of compliance policies/procedures and its implementation.
  • Conduct training for new and existing staff on compliance policies/ requirements and ensure that they have been provided with all necessary documentation upon demand. Follow up on completion of training as issued by the Compliance department for relevant staff
  • Assist in leading regulatory risk assessments and other regulatory matters and also participate in compliance projects including special investigations.
  • Act as a point of contact with Risk Management department during risk assessment and New product approval processes.
  • Assist in leading the preparation and finalisation of monthly Compliance Management Committee and follow up on heat maps action plans ascertaining that the risks are properly mitigated as well as effective implementation to the countermeasures.
  • Timely monitoring of local and relevant international regulatory rules, amendments therein and timely reporting of those to Regional Head of Compliance for decision on necessary course of action (with recommendation on relevance and implementation) and logging them on the relevant system.
  • Monitoring timely submission of all regulatory reports/returns to the DFSA in coordination with the concerned units.
  • Respond to the Regional Compliance Office request/inquiries upon demand including other MUFG
compliance offices based on consultation with the Head of Compliance- Middle East.
  • Ensure timely escalation and monitoring of any regulatory breaches
  • Support the Head of Compliance \xe2\x80\x93 Middle East in management of compliance programmes including updating Compliance scripts as necessary.
  • Participation of any compliance projects upon demand.
  • Responsible for undertaking risk-based monitoring on a daily, monthly, quarterly and annual basis, to ensure adherence with compliance policies and relevant regulatory requirements. That includes, without limitation, FX and Bloomberg.
  • Handle DFSA and QFCRA classification for new customers and conduct the annual review of the DFSA and QFCRA classification of all existing customers
  • Be a main point of contact with HR on staff disclosure of PAD and OBI including the annual attestation process.
  • Assist in establishing and maintaining anti money laundering policies, procedures, systems and controls and compliance with anti-money laundering legislation applicable in regulatory jurisdictions.
  • Assist on the development and delivery of Financial Crime assessments including investigations.
  • Support KSA branch based on the SLA between Dubai and KSA, including but not limited: arranging, leading and assisting of packs/minutes of the local CMC meetings and monitoring actions against regulatory changes.
  • Represent Compliance, where needed during other non-Compliance governance committees.
  • Contacting regulators or external auditors upon request from Regional Head of Compliance/Senior management.
  • Upon demand and agreement from the Head of Compliance, represent the Bank at relevant functions such as conferences, seminars etc. and develop consortiums and links with peer Banks to share best practice, current issues and to keep in touch with the changing Compliance environment
  • Ensuring timely tracking of Core Compliance Issues logged in GRC as well as Self-identified issued in Open Pages in coordination with other compliance staff.
  • Support other bank\xe2\x80\x99s branches and MUFG entities upon demand.
Others:

Any other ad hoc assignment as requested from time to time.

MUSE Compliance:
  • Assist the Compliance Officer to carry out necessary compliance tasks for the branch, including DFSA Client Classification and training.
  • Attend Compliance calls where needed and record the minutes,
  • Any other task as requested from time to time
WORK EXPERIENCE

Essential:
  • Experience in a global institution with more than 10 + years of experience is preferable
  • At least 6 years\xe2\x80\x99 experience in regulation and compliance is essential is preferable
  • Knowledge of the DFSA, QFCRA, SAMA and Central Bank of Bahrain and regulatory framework
Preferred:
  • Experience with Middle East regulators is desirable.
