JOB PURPOSE:

The Group Fraud Risk & Investigations function is part of the group\'s Risk Management function and provides second line Fraud Risk oversight for the firm\'s front office and support / control functions.

The role of Head of Group Fraud Risk Technology & Analytics requires the role holder to lead the development, implementation and operation of a comprehensive Fraud Technology infrastructure in support of fraud detection across multiple Bank channels and products to ensure safeguarding of bank and customer assets, reputation, customer trust and a reduction of fraud losses in line with Bank\'s risk appetite. To establish an fraud analytics function by building the necessary data repositories and data source accesses to support fraud investigations, identify trends, analytical assessment of detection rule performance and creation, generate data for reporting purposes and generate actionable intelligence/input to the creation of fraud strategies and tactical responses. The role requires close collaboration with all functions within the Fraud Risk department and Business to give effect to overall fraud detection/prevention objectives.

KEY ACCOUNTABILITIES:

Strategic Contribution
  • Ensure effective cascading of the functional strategy into department business plans to ensure vertical alignment and horizontal integration with other interfacing departmental strategies.
People Management
  • Manage the effective achievement of assigned objectives through the leadership of the Fraud Technology and Analytics function by setting of individual objectives, managing performance, developing and motivating staff to maximise sectional performance.
  • Lead the talent development initiatives for the function, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
  • Act as a role model and drive adherence to organisational values and ethics by employees of the function to foster a value driven culture within the bank.
Budgeting and Financial Planning
  • Manage the preparation and recommend the fraud technology and Analytics budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Systems, Processes & Procedures
  • Manage and ensure effective implementation of fraud technology and analytics functional policies, procedures and controls covering all areas of assigned department activity so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.
Continuous Improvement
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.
Reporting
  • Ensure that all unit reports are prepared timely and accurately and meet FAB requirements, policies and quality standards.
Job Specific Accountabilities
  • To lead the development, implementation and operation of a comprehensive Fraud Technology infrastructure.
  • Oversee the formulation of a detailed Technology Plan that supports the execution of Fraud Strategies across the organization, ensuring alignment and scalability across multiple use cases.
  • Prepare business case definitions, budget estimations and coordinate with internal stakeholders leading to creation of strategic programs/tactical projects. Lead program/projects through the lifecycle.
  • Collaborate closely with the Head of Fraud Strategy to understand and tailor the technology role/support/service to achieve planned objectives related to fraud detection whilst supporting business objectives within defined risk appetite/tolerance.
  • Establish a fraud data repository to host all required data elements related to incidents of fraud and investigations, to enabling comprehensive data analytics, investigation support, reporting, and intelligence creation as input to strategic and tactical fraud mitigation responses.
  • Design a robust framework for managing Fraud Detection rules and scenarios, as well as facilitating fraud risk model creation, retraining and validation with appropriate internal and/or external parties.
  • Oversee the establishment of processes for fraud alert management, collaborating with monitoring teams to handle alerts and ensure appropriate, immdiate loss mitigation actions are taken by level one risk reviewers.
  • Collaborate with cross-functional teams, including IT, cybersecurity, legal, and compliance, to ensure fraud-related technology solutions align with overall organizational architecture, fraud management objectives, data standards and regulatory requirements.
  • Collaborate closely with the fraud investigations function and governance teams to identify and maintain the necessary data attributes and data quality for effective alert management, incident resolution, and comprehensive data capture.
  • Set up Fraud Analytcis Center of Excellence and establish cutting edge analytical framework/processes to proactively avoid/manage Fraud incidents.
  • Conduct data analytics and analysis on a periodic basis to support the objectives of the fraud training and awareness initiatives, fraud strategy and the fraud governance function.
Qualifications

Minimum Qualification
  • Advanced/Master degree in in a relevant field such as Computer Science, Data Science, Information Technology, Statistics, Mathematics, Economics or similar Quantitative/Science/Enginering discipline.
  • Relevant industry certifications e.g. CFA, FRM, CFE etc. are preferred.
Minimum Experience & Competencies
  • 10+ years in fraud analytics and/or fraud technology management, or a related field within the financial industry.
  • A demonstrable strategic mindset to align technology solutions with fraud prevention strategies and overall organizational objectives
  • Proven experience in articulation of end state Fraud Management Solution in a Financial Institution of comparable size, scale and complexity.
  • Proven track record of successfully developing and implementing fraud technology strategies aligned with fraud prevention frameworks and overall organizational
  • Strong experience in managing fraud-related technology projects, including deployment across multiple business units and international operations
  • Demonstrated proficiency in fraud prevention technologies and data analytics
  • A strong understanding of fraud detection systems, authentication mechanisms, risk-based authentication tools, and emerging technologies like artificial intelligence,machine learning and alternate data is highly valuable
  • Excellent analytical and problem-solving abilities to assess fraud-related data, identify patterns, and make data-driven decisions to strengthen fraud prevention strategies
  • Expertise in designing and managing fraud detection rules, models and scenarios to efficiently detect and respond to potential fraud incidents
  • A good understanding of Bank products and associated fraud risks
  • Excellent communication and presentation skills
