OVERVIEW
Under the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) project (402EGY4001), UNESCO Cairo Office, has been providing assistance for the development and management of the Database Collection Management System of the NMEC and the Nubia Museum.
At present, NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) /Nubia Museum has been using the System (with PHP language & SQL database). It contains records of approximately 30,000 items of the NMEC/Nubia Museum together.
UNESCO Cairo Office with a coordination with the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) is looking for a national consultant who will provide software development and maintenance necessary for the NMEC and Nubia Museum Database Collection Management System within a 6 month period.
ASSIGNMENT
Within the framework of the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) project workplan, and under the overall authority of the Director of UNESCO Regional Bureau for Sciences in the Arab States in Cairo and the direct supervision of the Programme Specialist for Culture, the consultant will support the update of the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) and Nubia Museum Database Collection Management System. In this regard, the consultant shall:
1. Add the ability to modify data records while saving copies of each record and specifying the user who made the modification, the date and time of the modification (for each modification), with the ability to view and if needed roll back to previous versions of the record.
2. Create a permission panel dedicated to each type of user through which fields available to be viewed are specified with the ability to modify or not according to the type and permission level of the user. The panel should also specify the data that can be printed and whether it includes images or not, as well as determine the extent availability to obtain a copy in PDF format.
3. Review the database statistics on the number of models and the number of pieces according to the different classifications of antiquities (ores, main classification, sub-classification, eras, museum display tabs, warehouses, discovery areas, museum or storeroom supplying the artefact).
4. Develop search criteria to include all disciplines in the program (library, archaeological drawing, research and scholars, internal and external exhibitions, lending and borrowing, insurance, re-manufacturing, restoration in its various sections, follow-up of the movement of artefacts).
5. Design a brief report that comprehensively explains a set of statistics on important data and belongs to the system administrator only.

6. Review the user privileges such as adding, modifying, deleting, and extracting data according to work groups and users, and controlling them through the database administration module.
7. Import records through a pre-prepared Excel file in accordance with the data required to be recorded in the program.
8. Develop a mechanism for registering images of artefacts.
9. When necessary, programming is added to the museums' website so that some of the data recorded in the database can be viewed, while specifying the volume of data that can be viewed by website visitors.
10. Develop a set of accounts intended for viewing only and divided into a number of interfaces according to the purpose assigned to each interface.
11. Add the recording and the written, engraved text on the artefact to the documentation records, so that the text can be recorded using images of letters after different languages, and each language has a property that determines the direction of writing (from right to left, from left to right, from top to bottom).
12. Create a template for a book in PDF format containing certain search results, including images of records.

13. Create a template for customised statistics and reports for each antique that shows the general status of the piece in terms of pictures, condition reports, forms of exhibitions, loans, and insurance, etc.
14. Add and develop a form for recording and documenting the museum collections so that it is classified into tabs that can be added and modified in the future, and the documentation includes the possibility of recording files (text, video, audio, pictures) and the possibility of recording the annual date and time in the Gregorian (Christian) and Hijri (Muslim) calendar due to the connection of some events with a Hijri date and not a Gregorian date.
15. Train registrars in the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) /Nubia Museum on the new developments in the program.
16. Spend 5 days at the Nubia Museum in Aswan to align and update the database and strengthen capacity of staff there as necessary. Expenses to be included in the mission (including the travel lumpsum amount) should be included in the proposed fees.
17. Add recording and documenting fixed monuments to the databases.
18. Create a separate application for the library of both Museums.
19. Train two of NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) IT staff on developing and updating the Database Collection Management System.
20. Make a documentation for the Database after updating, containing all the details about the Database (tables, storing details, specific naming variables, ...) and prepare a report to UNESCO for approval based on the NATIONAL MUSEUM OF EGYPTIAN CIVILIZATION (NMEC) endorsement

The consultant shall upload his/her proposal that includes the requirements needed for the completion of the assignment, as per this ToR, as well as their proposed fees for the aforementioned tasks no later than 28 August 2022 at 24:00 (Cairo, Egypt time).
The consultant will submit the final deliverables 6 months after the signing of the contract at the latest.
The duration of the assignment is 6 months
REQUIRED QUALIFICATIONS
Bachelor of Science in Computer Sciences, or in related field.
Minimum 5-year professional experience in IT software development and maintenance.
Previous experience in IT software, in handling cultural heritage-related content, or working on museums' database software maintenance and update in Egypt, as demonstrated in the employment history.
Fluency in English and Arabic
DESIRABLE QUALIFICATIONS
Previous experience working with the museums on their database supported by UNESCO is preferable.
