Mission:

Reporting to the Chief Operations Officer of the Regional office, you will be responsible to oversee overall Procurement services related to Ports, Terminals, Third-Party Feeder activities as well as Container Depots & Inland Transportation to assist DRO Management / HO Procurement to improve efficiencies in following Key Result areas.

Responsibilities:

The main objective of the Procurement & Feedering Senior Manager position is to effectively reduce operating costs for the benefit of Group bottom-line results through skillful negotiations with Ports, Terminals, Feeder Operators, Depots & Inland Transportation providers. In parallel, effectively oversee and direct Procurement Team\'s performance to ensure all objectives achieved in compliance with Group ethics and in full cooperation with Agents, HO departments, and RO departments.
  • Overall responsibility to ensure valid Contracts & Service level agreements are available for all Ports / Terminals, Depots / Inland locations under DRO coverage to safeguard Group interests.
  • Responsibility to coordinate with Group HO to ensure valid Connecting Carrier agreements are executed with all Feeder Operators & valid Rate agreements are concluded at any given time.
  • Coordinate with HO / DRO Management and all stakeholders to define annual Business plans for procurement verticals and prepare annual departmental wise OPEX budgets.
  • Monitor relevant market intelligence data of all activity within the Geographical scope of the Region and establish and maintain constructive relationships with all types of vendors.
  • Most favoured Nation (MFN) Rates or Best in the market Rates are secured for the Group with an analytical approach and skillful negotiations with all types of Service Providers.
  • Ensure familiarity/adherence to corporate purchasing, and contracting procedures and remain in sync with HO Procurement Management / RO counterparts & adapt to Group Best practices.
  • Subject to the type of activity, initiate internal Contract renewal process minimum 03 / 02 / 01 months prior to the expiry of the existing agreement & engage with service providers.
  • Engage with Port Agents, HO Lines / Procurement & Cost control within renewal windows to ensure important Commercial, Operational & Transshipment requirements are incorporated.
  • Float periodical tenders setting out bid criteria & manage supplier engagement, negotiations, reviewing offers & terms, and awarding of contracts.
  • During the negotiation process, financial exposure to each Vendor, impact assessments of any changes in conditions, and loopholes of Standard Terms must be reviewed/identified.
  • Ensure coordination with HO Legal advisors to Minimize corporate liability associated with the procurement function (i.e. Insurance, guarantees, penalties, rebates, etc)
  • Maintain Procurement database containing all Contracts & recap of important items including validity, renewal etc & ensure Agreement, Rates are disseminated within the Network.
  • Provide periodical (or promptly for new opportunity) updates to DRO / HO Lines, Procurement & Agents the pros & cons of competing vendors including financial & OPS capability impact.
  • Provide Executive summaries when needed and review quarterly costs vs Budgets together with departmental heads & cost control team and propose methods for improvements.
  • Define process and KPIs for all Procurement verticals, seek / drive for simplification tools and monitor, provide regular Reports to HO and RO top management for perusal.
  • Oversee evolution of the department including but not limited to staff progression, setting up processes, targets, KPIs and monitoring the performance.
Skill sets, Educational & Experience criteria:
  • A Bachelor\'s Degree or a Diploma in Shipping / Logistics or Procurement.
  • Relevant experience in Port, Terminal procurement and/or Container Shipping OPS.
  • Possess Strong negotiation skills & Excellent written/verbal communication skills.
  • High-level understanding OPS related costs will be an advantage.
  • Should be well-focused, analytical, persuasive and result driven.
  • Fluency in English is mandatory, French knowledge an advantage.
