Job Description

Project Execution is a key value driver in APM Terminals. Our ability to build a terminal, establish an operational organization and secure commercial business delivers real NPV to APMT. If we fail to deliver it hurts APMT long term and equally if we are able to improve on the original plans for a project we can secure incremental value for APMT.

The objective of this position is to lead, drive and be accountable for the technical project scope, schedule and budget, i.e. the construction and delivery of all physical assets of the project. This includes all marine and civil infrastructure, buildings, equipment and project IT.
PRINCIPAL ACCOUNTABILITIES:
Overall responsibilities are the following
  • Drive and lead the construction, execution and delivery of all the physical assets in the project – in line with the project’s scope, timeline, budget and objectives.
  • Directly manage all contractors and vendors related to building the project’s physical assets and IT systems.
  • Engage in close cooperation with the the project team and terminal team to understand and manage critical dependencies affecting construction.
  • Engage closely with the Project Manager Operations and the COO to ensure functional requirements will be met for successful testing and go-live; and to ensure successful handover of assets and systems to the JV terminal.
  • Manage all changes to the technical project scope, schedule and budget.
    Elaboration of overall responsibilities
    General
    • Act as primary point of contact and be responsible for the company in regard to the design and technical/system interfaces, works supervision and progress control, and its full requirements to operate (the execution and delivery of works is construction, equipment and project IT partners’ responsibility).
    • Together with the Project Manager, build the construction/delivery team by recruiting the required positions for the project organization.
    • Lead and co-ordinate multidisciplinary teams and activities of others in the delivery of all physical assets.
    • Manage quality assurance, testing and commissioning.
    • Give guidance on reporting, project controls and governance to ensure the integrated asset is delivered in accordance with company requirements.
    • Influence decision making processes on the project and the delivery of the physical assets as a whole.
    • Maintain full awareness of project technical requirements, risks, changes, budget and schedule, report progress and liaise as necessary.
    • Provide technical input on the technical assessment of consultant and contractor tenders.
    • Ensure that commissioning, safety and compliance are addressed early in the project and managed in accordance with APM Terminals’ standards.
    • Oversee the design, interfaces, constructability, value engineering and peer review processes for the project.
      Safety
      • Integrate safety into the design of the physical assets.
      • Actively promote safety and assume a visible leadership role on the construction site.
      • Drive that all staff maintain full awareness of safety as a priority.
      • Ensure compliance by all vendors to APM Terminals’ safety standards and policies in cooperation with the on-site HSSE manager.
        Project controls & governance
        • Together with the Project Controls Manager, implement APMT project controls / project procedures to manage the construction and delivery of equipment and project IT in a forward-looking manner.
        • Ensure that all necessary permits and approvals (planning approvals, environmental permits, construction permits, etc) are in place for the timely delivery of the project.
        • Track progress of the delivery of the physical assets against the approved baseline and, where appropriate, ensure issues are pro-actively addressed, resolved and/or escalated and reported
        • Assess delays and report on what corrective measures are being taken to mitigate delays.
        • Ensure that the impact of change is fully assessed and introduced in a controlled manner.
        • In line with corporate standards, implement best in class PM practices across the project and ensure they are consistently deployed by APMT and terminal staff, consultants and contractors.
        • Maintain high technical standards and pioneer new techniques for improved project / construction management.
        • Maintain a forward looking risk-register and subsequent mitigation strategies.
        • Ensure proper contract management is in place.
          Communications
          • Ensure clear communication within and from the site delivery team.
          • Ensure consistent and timely project reporting.
          • Meet regularly with the construction, equipment and IT teams and maintain full awareness of issues which may impact safety, progress, milestones and/or budget.
          • Build relations at senior management level with contractors, suppliers and consultants to influence the good outcome of delivering a terminal ready for operations.
          • Address emerging issues and disputes with senior management of contractors’ organizations as necessary.
          • Build collaborative relationships with associated divisions and external parties.
            Elaboration of critical interfaces
            • Work closely with the terminal team ensuring that dependencies from elements outside own responsibility (e.g. operations, commercial, legal, funding etc.) affecting civil/electrical/other construction and equipment delivery are well understood, and the terminal team understand impacts of changes towards construction, equipment and project IT systems delivery.
            • Liaise closely with all disciplines within APMT to ensure that emerging workload is identified in advance and that resource requirements are planned.
              REPORTING AND SCOPE:
              • The direct reporting line will be to the Project Manager.
              • The functional reporting line is to the Head of Engineering.
              • Geographical scope: Salalah, Oman.
                CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE
                Experience
                • Minimum 15 years experience in a construction / project related environment.
                • Extensive Project Management experience and exposure to Project Controls.
                • The person should have managed various large scale (>100 mil EUR) multi-disciplinary construction projects with multiple reports and with clear responsibility on achieving safety, time and budget targets. The relevant projects to include a successful track record of projects with significant system and/or automation components.
                  Skills
                  • Have a strong understanding of Project Management build on a solid foundation of technical engineering skills.
                  • Capable of motivating teams in order to achieve project success.
                  • Driven, self-motivating, result orientated.
                  • High discipline – following through on actions and ensuring necessary documentation.
                  • High quality awareness and ability to work with constant care.
                  • Sensitive to cultural diversity and experience in a multicultural environment, in regard to employees, local authorities and other stakeholders.
                    Education
                    • MSc in Civil Engineering, Construction / Project Management or similar
