Bachelor's Degree in Civil Engineering or a related discipline. Minimum 20 years of experience in highway, infrastructure, or urban development projects, including senior management or technical leadership roles on major regional or international programs. Minimum 7 years of similar experience. Extensive experience in Qatar, with strong familiarity with local authorities, technical standards, and regulatory frameworks. Proven background in Program Management Consultancy (PMC) or General Engineering Consultancy (GEC) roles. Valid MMUP (UPDA) Engineering License. Demonstrated ability to manage multiple complex infrastructure initiatives concurrently. Professional Engineer (P.E.) or Chartered Engineer (CEng) certification preferred. Outstanding communication, leadership, and negotiation skills. Provide strategic direction and technical leadership across all projects to ensure alignment with contractual obligations, client expectations, and international best practices. Act as Italconsult's senior representative with clients and contractors, fostering strong relationships and ensuring seamless coordination with client management teams. Lead Italconsult's technical operations at the program management level, ensuring consistent delivery of high-quality engineering and supervision services. Supervise planning, design coordination, and construction supervision of major roads, infrastructure, and drainage projects. Establish performance targets and KPIs for supervision teams to drive accountability, efficiency, and excellence. Ensure compliance with all applicable standards, including QCS, RPD specifications, and sustainability and environmental requirements. Promote value engineering, innovation, and continuous improvement throughout project lifecycles. Audit ongoing projects for alignment with client objectives, contractual obligations, and quality standards. Oversee technical and commercial deliverables, authorize financial submissions, and manage resource allocations across the Italconsult team. Identify and mitigate program-level risks through proactive monitoring using ARM systems and internal QA/QC procedures. Prepare reports, presentations, and strategic recommendations for senior management and key stakeholders. Ensure effective implementation of client management systems (PMDS, Blueworks) for reporting, change management, and performance tracking. Lead, mentor, and motivate multidisciplinary teams to foster collaboration and professional growth. Ensure the mobilization and retention of qualified personnel across all active projects.
