JOB PURPOSE:

Leads and develops the Fire & Rescue Team to ensure readiness to respond immediately to Fire, Hydrocarbon and Toxic Gas Release, Rescue and Fire Loss Control related situations Pan Island. Prevents and minimises loss of life and property damage as a result of Fire, Gas Release Incidents and Rescue situations. Studies, monitors, inspects and advises ADNOC Offshore / ADNOC LNG Management on all matters related to Fire Systems Integrity Management including Emergency Response, Training, Protection, ensuring adherence to all Codes and Standards, Prevention, Equipment and Systems.

KEY ACCOUNTABILITIES:

Job Specific Accountabilities:

Responds 24 hours per day to all Emergency Incidents involving control of Fire, Oil / Gas Release, Rescue or other pertinent Incidents, supervises all activities at Incident Sites, investigates all related Incidents and prepares reports including Findings and Recommendations.

Commands and controls the activities assigned to Emergency Response Teams, including Fire & Rescue, HSE & Medical, at Incident Scene and advises the Incident Command Centre of the Alert Status throughout any Incident.

Controls and directs the performance of the Fire & Rescue Service, to ensure requirements and plans are implemented effectively to achieve high performance standards in all matters related to HSE Regulations and the HSE Management System.

Ensures all aspects of Emergency Preparedness are in place and are appropriate for the identified Risks, including the development & use of ADNOC Offshore / ADNOC LNG Pre-fire Plans and simulated Emergency Incident Exercise Programmes, minimising the Life Safety Risk and enhancing Loss Prevention & Asset Protection protocols.

JOB DESCRIPTION

Directs and monitors all testing and maintenance to comply with Fire Systems Integrity and Certification requirements, including Fire Reticulation Systems, Life Support Equipment, Marine Fire Fighting Vessels, Fire Detection, and Passive Protection Systems, minimising future Asset Loss potential.

Advises on requirements, provides Specialist Equipment and Manpower for Hot Work Standbys, Man Entry activities, Hazardous Tasks and associated procedures.

Formulates and reviews Chemical Disposal Methods and Procedures and directs the safe disposal of Hazardous Chemical Substances involved in Emergency Incidents.

Is trained and certified in Airport Rescue and Fire Fighting procedures to a level expected by the General Civil Aviation Authority (GCAA) relevant to the Airport on Island.

Ensures that Island airport Fire and Rescue Services are at all-time compatible with sizes, types and frequency of aircraft in accordance with the regulatory requirements for Aviation Firefighting

Generic Accountabilities:

Management

Plan and supervise the activities of the personnel and resources of the Section to achieve the Department objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Section in line with Department objectives.

Develop the knowledge, competencies and innovative spirit in the Section and support the establishment of Personal Development Plans (PDP\'s), Succession Planning and Talent pipeline within the Section in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans:

Compile and provide input for preparation of the Department budgets and regularly monitor expenditure against approved the Section budget levels.

Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures:

Lead the implementation of approved Section policies, processes, systems, standards, procedures and internal controls in order to support execution of the Department work programs in line with Company and International standards.

Performance Management:

Implement the Company Performance Management System for individuals within the Section in accordance with Company approved guidelines and continuously monitor the achievement of the Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development:

Review, develop and recommend the appropriate organisation structure for the Section that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement:

Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.

Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Section.

Health, Safety, Environment (HSE) and Sustainability:

Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Section in line with international standards, best practices and ADNOC Code of Practices.

Ensure adequate HSE training and induction for all Section employees to meet HSE standards.

Management Information Systems (MIS) and Reports:

Prepare all Section MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

Daily contact with VP to discuss matters related to management of Fire Section.

Frequent contact with site personnel Senior Management level and ADNOC LNG Operations / HSE Team for day-to-day operational matters.

External

Routine contact with Suppliers of Fire Equipment\'s, and Training disciplines for purchasing and training matters.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

Bachelor Degree in engineering / Fire Diploma or Equivalent.

Minimum Experience & Knowledge & Skills

10 - 12 years of experience in Fire Fighting/ Protection and use of fire and life support equipment within the oil industry, 5 years of which must be in senior position.

Extensive knowledge of HSE Regulations and HSE MS.

Proficient in English

Professional Certifications

Watch Commander Level and Fire Service Instructor or equivalent

Aviation Incident Commander or equivalent.
