ABOUT THE JOB:

Ensures that all aids to navigation (navigational & mooring buoys and beacons) are well maintained, as well as supervising the AtoN marine workshop & vessel mobile workshop & yard activities in Ruwais-Mussafah to be sure they are perfectly maintained, all in order to minimize the number of breakdowns. He will also be responsible for ensuring adherence to the international navigation IALA standards while maintaining the navigational aids onshore and offshore. It also acts as a hub for AtoN operations maintenance within the AtoN offshore and onshore to make sure that all operational are done in a safe and effective way.

KEY ACCOUNTABILITIES:
  • Provides advice and technical Operational and AtoN to AtoN Managers to ensure He is aware of and aligned with the corporate requirements of ADNOC PPA and IALA international standards.
  • Oversees the installation of mooring and lighting equipment on AtoNs to ensure successful navigation of vessels that are entering/exiting the ports.
  • Coordinates all yard activities with the help of AtoN Teams \xe2\x80\x93 involving crane operations, welding and painting activities
  • Verifies that all Aids to navigational are working properly and updates the team with any irregularities in the functioning of these aids
  • Assists the Base Manager in surveying the navigational routes and is involved in maintenance activities and emergency call outs
  • Implements Aids to Navigation AtoN operations and maintenance policies and procedures in collaboration with the relevant stakeholders in order to maximise operational readiness and effectiveness.
  • Ensures vessel availability and supervises the AtoN maintenance database.
  • Plans all planned and unplanned maintenance programs for AtoN & Mooring buoys activities.
  • Understands the IALA standards and procedures and aware of the Buoys / Beacons Marking System
  • Leads the quality control of AtoNs in accordance with the IALA Standards and ISO 9001:2015
  • Ensures that AtoN system is frequently updated with IALA Standards and ensure that the AtoN team is regularly trained and educated in any changes taking place with the coordination with Specialist, Ensures that all Aids to navigation (Buoys & Beacon) operations, on board vessels and in Aids to navigation workshop, are run as per HSE requirements and adheres to Safe working instruction and SOPs.
  • Supervise onshore & offshore all Aids to Navigation buoys plan maintenance, inspection & refurbishment for ADNOC Group Company.
  • Reviews Aids to navigation Risk assessment / FRA for all operations on board vessels and in workshop.
  • Ensures that AtoN internal & external audits requirements are ready and complying to IMS.
  • Supervises and implements the on-site buoy inspection, maintenance, Refurbishment, and fabrication of the Navigational steel buoy in the marine workshop for ADNOC Group Company.
  • Leads the coordination of the Aids to navigation operational emergency response initiatives by working with the relevant stakeholders to allocate and deploy the right human resources, equipment, and materials in order to contain incidents in the most proactive and effective way.
  • Develops the AtoN navigation buoys maintenance procedures and submits it to the Aids to navigation Manager for endorsement.
  • Oversees the various HR-related processes within the Aids to Navigation Response (such as employee attendance, leave, medical check-ups etc.) on a daily basis to ensure that all HR policies and processes are successfully implemented within the Base.
  • Investigates, reports, and records all Aids to Navigation incidents / accidents (such as injuries and first aid cases) to the Aids to navigation Manager to ensure any risk factors or negligence is reported,assessed and resolved as required by Management.
  • Supervises the implementation of the forecasting of all critical Aids to navigation spare parts and service consumables, maintenance need, equipment rehabilitation, PPE, base needs on annual basis to sustain a credible stock level to minimize unplanned downtime with consideration to equipment age and type.
  • Advises on purchase requisitions and ensures that items are sourced in a cost-effective manner.
  • Review the progress of closing all requests for required refurbishment such as PPE, AtoN Spare parts,tools, etc
  • Raise, create reservation, PR, PO & CR in the SAP system.
  • Trains and develops AtoN technician Team to reach full field capability and potential progression in conjunction with the Training team in Department Management.
  • Supervise & support the team by evaluating the KPI performance of team members, providing feedback on an ongoing basis, identifying development needs and coaching them to ensure ongoing capability development.
  • Support other department activities if requested.
  • Remains ready on call for 24/7 for any emergence call outs.
MINIMUN QUALIFICATIONS, EXPERIENCE:
  • HND or bachelor\xe2\x80\x99s degree or equivalent or equivalent experience.
  • 5 years of experience in Aids to Navigation field onshore & offshore / steel Buoys fabrication industrial.
  • Professional Certifications
  • IALA AtoN (level 2/1)
  • T-BOSIET.
  • STCW.
