Job Description
: Parsons is looking for an amazingly talented Stakeholders / Commissioning Manager to join our team! In this role you will get to p lan, schedule, supervise, and exercise administrative authority over all field engineering work What You'll Be Doing:
- Manage relationship with stakeholders and liaise with all relevant Agencies / Authorities and Client team to obtain necessary approvals, NOCs and completion certificate.
- Lead and manage handing over procedure of buildings to Dubai local authorities until the issuance of necessary completion certificates from Dubai Civil Defense, DEWA, Etisalat / Du, RTA, Dubai Municipality, etc.
- Ensure the completion of testing and commissioning for all building systems.
- Attend kick-off and co-ordination meetings and provide support during NOC and testing and commissioning process to the project team.
- Monitor progress of drawings and documentation for NOCs and handing over of building to local authorities.
- Lead the project team in while obtaining the authorities' approvals.
- Coordination with the Client and liaise with all government offices and service authorities in UAE, particularly in Dubai, for all technical queries and issues.
- Track utilities NOCs, commissioning progress and handing over to various authorities. Ensure the completion of these pre-requisite tasks as per approved schedule.
- Coordinate with the project team, consultants and contractors to prepare the commissioning schedule during early stage of the project. Monitor project schedules regularly to determine any delays or deviations.
- Track project progress and ensure all project activities are completed on-time, in terms of NOC process.
- Participate in project various meetings during design and construction stage and provide necessary recommend for improvement.
- Coordinate and collect information from relevant Agencies, third party consultants and contractors for all technical queries and issues, to prepare weekly and monthly reports, as well as design drawings for management and clients.
- Attend project meetings and follow-up with outstanding tasks.
- Performs other responsibilities associated with this position as may be appropriate.
- Bachelor's degree in engineering or construction related field.
- Minimum 15 years of experience in a stakeholder/ commissioning/ handing over position.
- Proven experience in dealing and liaising with government authorities in Dubai.
- Must possess excellent oral and written communication skills in English.
- Must have UAE driving license
- Communication skills in Arabic would be an advantage.
