CANDIDATE PROFILE Education and Experience
- University Degree in Engineering
- Minimum of 15+ years in commissioning discipline (preparation and execution) with at least 5 years as a Commissioning Lead or Manager of Offshore Oil and Gas Production Facilities
- Proven experience in ONSHORE & OFFSHORE jobs in oil & gas preferably in the Middle East
- Fit and ready to work in construction/ Oil & Gas/ site environments
- Functional knowledge of pre-commissioning, commissioning, operations and maintenance technology
- Experience with EPCI contractors, sub-contractors and vendors involved in the oil and gas industry and commissioning activities
- Worldwide experience with contractors involved in the commissioning and handover activities of Offshore facilities
- Excellent HSE awareness and commitment
- Ability to plan, organize and coordinate a team, excellent decision-making and problem-solving skills
- Ensure the coordination/ production of the T&C plan
- Provide the coordination of works/ T&C activities and access
- Support the coordination of maintenance during Testing and Commissioning
- Assist in overseeing T&C safety onsite
- Advise on satisfactory operations resources
- Support scheduling and planning of process for the handover of assets from construction to T&C Assist in developing technical performance measurement and improvement processes
- Ensure compliance, approval and acceptance of the processes
- Assist in inspecting and testing the performance of all operational facilities at each station (platforms, CCTV, PSD, etc.)
- Manage the classification of the commissioning works in the EPCI and the key milestones; review/ validate the “commissioning” subcontractor AVL; manage the evaluation of the EPCI tenderers’ proposals; responsible for ensuring that the objectives, for the commissioning of the NFE Offshore platforms and pipelines, are safely met as per applicable quality standards and within the approved budget and schedule
- Development of the preparation and the execution strategies and plans for pre-commissioning, commissioning, completion and hand-over to Operations for the Topsides and Pipelines of NFE Offshore; provide input into owners’ cost and budget for the execution phase of EPCI
- Management of the EPCI for the preparation and the execution of the pre-commissioning and commissioning including: defining the Commissioning Management System (CMS) software; preparing the specification for, evaluating EPCI Contractors prequalification response and proposals, to prepare and identifying systems for the execution phase
- Review, validate and/ or select commissioning subcontractors in AVL
- Review FEED Contractor documentation related to commissioning, participate in FEED workshops
- Ensure that best practice commissioning considerations and methods are delivered to the project for FEED and related activities, for flawless start-up principles
- Identify commissioning risks and implement mitigation measures
- Promote innovation and cost reductions when seeking technical solutions, prioritizing reliability, the safety of installations and personnel, and respect of the environment
- Manage identification and formalization of any change request related to Commissioning from Contractors before implementation, ensuring compliance with management of change procedures for changes in the Contractor’s design or deviations from the Company Directives.
