• Prepare and analyze project cost plans from Concept Design up to the Tender Stage based on drawings, specifications, and other related documents.
• Study shop drawings and specifications to prepare bill of quantities and cost estimates for various projects.
• Liaise with Project Directors and attend Tender procedures and prepare Tender Reports.
• Prepare Preliminary, Final and Tender Documents, Cost Estimates, Analysis of Tenders, Tender Analysis Reports, Contract Documents.
• Check guarantees, bonds and insurances and follow up on their validity.
• Handle project correspondence with Clients, Contactors and the HO.
• Evaluate variations as per conditions of the contract and make recommendations to the Client.
• Evaluate new rate encountered during execution of the project submitted by the Contractor for the Client's approval.
• Measure execution work at the site and prepare joint measurement sheets based on the CESMM3&4.
• Liaise and communicate with contractors for cost estimation and coordinate meetings with Clients and Contractors.
• Prepare commercial/contractual inputs for the preparation of monthly progress report.
• Liaise with the Employer and Contractor for commercial and contractual matters.
• Attend progress meetings and provide updates Client with projection of costs as required.
• Provide support on all financial and contractual matters throughout the course of the work in the project.
• Finalize the Contractor's monthly payment certificates with the assistance of the QS's.
• Make sure that all cost and quantity records are streamlined and kept in order by the QS's.
• Advise the RE on measurement procedures and calculation of interim and final quantities.
• Evaluate the unit rates for new work items with assistance by the QS's.
• Inspect site for collation of information for monthly statement which includes but not limited to recommendation on interim payments, statement at completion, anticipated claims from contractor and assessment of costs of works and expected final cost.
• Establish the way of recording the details and monitor the day works recording and process;
• Lead in the preparation of variation orders.
• Lead in the evaluation of claims.
• Advice on contractual matters related to financial issues.
• Ensure completeness and validity of all contractual requirements.
• Advise on contractor's resource allocation.
• Prepare financial statements for monthly report.
• Audit payments to Contractors.
• Ensure prompt submittal and completeness of valuations.
• Check and record measurements of completed work.
• Monitor contracts final cost estimates.
• Maintain expenditure records.
• Coordinate and monitor activities of his team.
• Prepare Final Account with all supporting documentation.

* Qualifications:

• Bachelor's degree in Quantity Surveying Construction Management or Civil Engineering. RTA approved is preferable.
• 10+ years experience in all aspects of quantity surveying.
• 5+ years of related work experience in road & infrastructure projects
• Minimum 3+ years experience in the Middle East.
• Ability to perform difficult estimating activities typical to the engineering and construction industry is required
• Being able to work under pressure and meeting deadlines.
• Strong organizational and Coordination skills.
• Must be available in UAE.
