Overview

Reporting to the Executive Director of the National Reference Lab (NRL), the Sr. Manager, Quality plans and directs the Quality Management System programs and practices of the NRL to ensure patient safety and compliance with local and international standards. The Sr. Manager will apply quality and performance improvement approaches to identify and quantify improvement opportunities, facilitate and organize process improvement efforts and measure outcomes; Lead regulatory agency accreditation preparedness, audit and analyze laboratory processes and systems; Analyze data, formulate recommendations and create written and verbal reports; Develop and present quality and accreditation training programs for laboratory colleagues; Prepare regular reports and presentations to and for NRL management; Supervises quality caregivers and is a resource for quality direction, regulatory interpretation and problem resolution for all National Reference Laboratories.

Responsibilities
  • Regulatory audit performance with scores no less than 95% compliance.
  • Regulatory audit non-conformities to be closed within six weeks of audit report.
  • Quality System Audits:
  • At minimum, four quality audits per facility to be conducted on an annual basis.
  • Report findings to be submitted within ten days of audit completion.
  • Monthly reports to be submitted no later than the 8th business day of every month to NRL Leadership and Mubadala Health Corporate Office.
  • Minimum of four quality refresher trainings for NRL caregivers on an annual basis.
  • Set and execute department strategies to meet goals for service, quality, regulatory compliance, financial, patient satisfaction and personnel management.
  • Lead and coordinate the development and maintenance of NRL\xe2\x80\x99s annual quality plan.
  • Lead proactive laboratory quality and safety activities to create laboratories that are highly reliable as reflected in reduced errors, elimination of unsafe processes, and increased involvement of caregivers toward a culture of safety.
  • Ensure adequate and qualified caregiversing through timeliness and consistency of caregivers hiring, orientation, competency, training, performance feedback and performance management.
  • Perform internal audits and prepare audit reports
  • Oversee accreditation application and monitor activities including self-inspection and ongoing education and training of caregivers.
  • Assist with responses to regulatory complaints and inspection
  • Remain current on, and serve as expert in regulatory and proficiency testing requirements. (DOH, DHA, JCI, CAP, AABB, ISO, etc.).
  • Review, approve and maintain policies and Standard Operating Procedures (SOPs) for current and new testing.
  • In collaboration with NRL Technical Leadership, plan the validation process for new test procedures and ensure they conform to standard requirements specified by local and international accreditation agencies and accepted standards of practice.
  • Oversee the equipment maintenance process as outlined in the annual quality plan.
  • Use data to identify systems-based improvement opportunities.
  • Continuously monitor and evaluate quality outcomes across NRL labs, noting trends, and identifying and prioritizing opportunities to improve.
  • Facilitate and/or lead process improvement teams as needed to achieve quality improvement goals.
  • Lead development of corrective action plans to address any non-conformance issues identified through audits, customer complaint investigations or accident
  • investigations.
  • Provide training and guidance for corrective actions and ensure plans are implemented, followed and effective.
  • Develop and implement communication plans. Foster open communication by offering, encouraging, and accepting suggestions from caregivers regarding department operations.
  • Train, mentor and evaluate caregivers to ensure quality control, safety and record maintenance in coordination with technical/scientific Leadership.
  • Lead the development of, and provide training on NRL\xe2\x80\x99s Quality and Environmental Health and Safety (EHS) plans.
  • Develop and lead the Medical Laboratory Testing Education training.
Qualifications
  • Bachelors\xe2\x80\x99 Degree in Medical Technology
  • Appropriate clinical internship in Laboratory Technology or Biomedical Science
  • Minimum of five years managerial experience in a laboratory accredited by the College of American Pathologist (CAP)
  • Minimum of five years clinical laboratory experience
