We, at Emarat Aloula are looking for a Senior Project Manager with extensive experience in managing and delivering large-scale infrastructure projects, including Water Transmission Pipelines, Piping Networks, Horizontal Directional Drilling (HDD) works, and Pumping Stations. The candidate must have in-depth knowledge of project execution in line with Abu Dhabi authority requirements, including design review, permitting, cost control, and construction management. The position requires a proven ability to lead multidisciplinary teams, manage complex interfaces, and ensure timely delivery of high-value projects. Experience working with local authorities and handling permit and approval processes in the Emirate of Abu Dhabi is essential.

Key Responsibilities:

Project Leadership: Lead the planning and execution of major infrastructure works involving water transmission lines, piping networks, HDD crossings, and pumping stations. Take full responsibility for project performance, quality, and delivery. Design Review and Technical Oversight: Review and approve project design drawings, shop drawings, and technical submittals to ensure compliance with project specifications and authority standards. Guide and supervise the technical office team. Construction Management: Oversee all construction activities, ensuring alignment with approved plans, safety regulations, and project timelines. Coordinate closely with site teams and contractors to maintain progress and quality standards. Budget and Cost Control: Develop project budgets and monitor costs throughout execution. Apply cost control measures and evaluate opportunities for cost optimization without affecting project scope or quality. Value Engineering: Initiate and participate in value engineering exercises to enhance project efficiency and technical feasibility while reducing avoidable costs. Planning and Monitoring: Prepare and manage detailed project schedules. Monitor progress, assess risks, and implement corrective measures to avoid delays and ensure delivery as per contract requirements. Authority Liaison: Handle all permitting and approval processes with Abu Dhabi authorities, ensuring full compliance and timely clearances. Stakeholder Engagement: Maintain effective coordination with clients, consultants, contractors, and local authorities. Ensure smooth communication, resolve issues, and align all parties toward common project objectives.

Qualifications and Experience:

Bachelor's Degree in Civil or Mechanical Engineering (BSc) or related discipline. 20 to 25 years of experience in infrastructure and utility projects, including water transmission pipelines, HDD works beneath water bodies, and pumping stations. Proven track record of leading large-scale infrastructure projects in the UAE, particularly within the Emirate of Abu Dhabi. Previous TRANSCO approval as Project Manager is preferred and will be considered an added value. Strong knowledge of local authority requirements, permitting, and approval procedures. Experienced in managing multidisciplinary teams, subcontractors, and interface coordination across multiple work fronts. Extensive background in project budgeting, cost tracking, financial reporting, and commercial awareness. Sound experience in value engineering and practical, cost-efficient design and execution approaches. Proficiency in project planning and scheduling tools, with the ability to track and manage progress. Strong leadership, decision-making, and communication skills. Ability to manage complex project environments and deliver results under pressure.
