About the Role:

GEMS Education is looking for a Senior Procurement Officer to manage RFPs & RFQs to support construction and facilities management through tactical buying. This will be done by consolidating the school\'s spending and ensuring value-added procurement services to the schools whilst ensuring materials & services are delivered to the school promptly.

Key Accountabilities:

Ensure goods and services are bought as per the approved scope of works and delivered on time.

Help to maintain relationships with key suppliers who are aligned with the company\'s goals and growth plans.

Identify and develop a vendor base for cost-effective procurement of materials, equipment & services.

Prepare an Enquiry package (RFQ) incorporating the Scope of work, equipment schedule, relevant drawings & specifications, Vendor list, BOQ, etc and send the same to vendors and obtain quotations.

Proposing Value Engineering Proposals from time to time to improve efficiency & reduce cost.

Foster close working relationships with associated departments GEMS corporate office and schools.

Responsible to ensure all items purchased related to schools are delivered promptly to avoid disruptions within the schools. Follow up with MSOs for ensuring goods are receipted correctly.

Evaluate and monitor schools purchase requests for proper authorization, specification, and legal compliance. Take responsibility for the procurement of those requests.

Prepare an inquiry package (RFQ) incorporating the scope of work, equipment schedule, relevant drawings & specifications, Vendor list, BOQ, etc and send the same to vendors and obtain quotations.

Review and analyze the contractors\' proposals, compliance with specifications, payment terms, Bank guarantee/security cheque, inclusions, and exclusions of the offered price, warranties, and delivery time are in line with company & project requirements.

Prepare the techno-commercial comparison and select the vendor who ensures optimum quality with defined engineering requirements at a best-negotiated price, payment terms & delivery time.

Preparation of Subcontract agreement for Design, Supply, Installation, Testing & commissioning works as per FIDIC standards and preparing the material framework agreements.

Assist the schools in raising requisitions and becoming the center of excellence for schools\' procurement. Answer questions related to policy and procedure by the school as requested.

Help ensure the delivery of all items as per agreed project milestones with the requesting departments.

Qualifications, Experience & Skills:

Batchelor\'s Degree in Business Administration or similar (would be good if the background is Civil Engineering)

5+ years\' experience within a large organization in the Procurement Department of a civil construction company

Commercial and financial acumen with experience in business and commercial analysis.

Proven negotiating skills and influencing abilities with the ability to read and analyze the drawings and technical specifications.

Ability to read, analyze and interpret commercial business documents and technical procedures with strong numerical and analytical aptitude.

Excellent verbal and written command of the English language. (Arabic desirable but not mandatory)

Flexibility to adapt to changing priorities and business needs.
