Senior PSP Officer (Private Philanthropy)

ORGANIZATIONAL CONTEXT
The incumbent reports to the Chief of Section (Private Partnerships and Philanthropy), P5 and leads the Unit within the Private Partnership and Philanthropy (PPH) Section working to raise funds from family foundations, trusts, planned giving and philanthropists, including High Net Worth Individuals (HNWIs).

Collaboration within the wider Private Sector Partnerships (PSP) Service is essential to the success of UNHCR\xc2\xbfs PSP strategy and therefore, the incumbent must establish collaborative working relationships both internally with senior staff across the organisation and externally with donors, volunteers and other key stakeholders.

FUNCTIONAL STATEMENT
Accountability
- The goals and aims of the Private Philanthropy programme in terms of income target raised, positive impact on UNHCR\xc2\xbfs programmes and reputation as a global partner of choice for wealthy individuals and families are achieved Effective management of relationships with Leadership donors globally, regionally and an empowered national network are ensured.

Responsibility
- Manage the Private Philanthropy Unit.
- Support the PSP network to develop funding relationships with existing and potential international donors capable of giving sizable gifts e.g. $1 million annually and above.
- Support the implementation of the Global Private Partnerships and Philanthropy Strategic Framework 2018-2025 HNWIs component in the national fundraising plans by providing functional management and guidance to PPH Officers in the Regions.
- Support the Chief of Section (Private Partnerships and Philanthropy) to develop an annual fundraising plan for private partnerships and philanthropy in accordance with UNHCR\xc2\xbfs strategic planning.
- Exercise delegated responsibility to manage the annual budget for the Private Philanthropy team, fulfilling management information and budget reporting requirements and target monitoring.
- Undertake line management responsibility for P3 PSP Officer, in addition to other staff and affiliate workforce.
- Deliver training and capacity building on major donor fundraising and planned giving as required to the global PSP network.
- Undertake or commission research, proposal development and screening on HNWIs.
- Ensure that meticulous records of all approaches to prospects and donors and their outcomes are recorded on UNHCR\xc2\xbfs database.

- Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Graduate degree (equivalent of a Master\'s) in International Relations, Political Science or Business Administration plus minimum of 8 years\' experience with the private sector, major fundraising organizations and/or humanitarian agencies . Of the 8 years required experience, at least 5 years should be in an international capacity relevant to the current position which could include exposure to working with HNWIs, corporates or foundations. Undergraduate degree (equivalent of a BA/BS) plus 9 years or Doctorate degree (equivalent of a PhD) plus 7 years of previous relevant work experience may also be accepted.
- Proven project management and excellent organization skills.
- Clear understanding of UNHCR Protection, Operations & Solutions mandate, emergency response, communications, fundraising and brand.
- Managerial experience within the private sector, UN/non-profit or as a member of a national charity senior management team.
- Experience of effective communication at senior levels and with wealthy and influential people, providing compelling case for support and leadership giving proposals
- Excellent knowledge of English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Demonstrated at least, 8 years\' experience in major gift fundraising where s/he has led a team proving a long-term vision and strategic perspective.
- Personally and via her/his team raised significant donations ($1 million plus) from influential and wealthy people and/or their companies and/or their foundations.
- Understanding of the complexities of working with an international organization with multiple geographical operational sites.
- Outstanding interpersonal and self-motivational skills.
- Excellent writing and communication skills.
- Proven project management and excellent organization skills.
- Fluency in another relevant UN languages.

Desired Candidate Profile The incumbent will possess broad knowledge on faith-based philanthropy, with a solid focus on Islamic philanthropy, and Islamic social finance tools. He/ she is desired to have proper understanding of UNHCR and its internal processes, in a way that allows the incumbent to identify synergies and strategic alignment between IP avenues across the PSP network and UNHCR\xe2\x80\x99s mandate and priorities.

The Senior PPH Officer will report to the Regional Manager for PSP MENA, and will manage relations with a diverse array of internal and external stakeholders in the region and consult/advise on these relationships globally, with the main aim of increasing faith-based funds received by UNHCR. This should entail the gradual growth in income, leading to the realization of soliciting 100 million USD by 2030 sustainably. He/ she should have the ability to provide sound advice on successfully managing IP stakeholders, spanning major donors, High Net Worth Individuals, financial institutions, foundations and faith-based organizations both in the MENA region and other countries, in order to meet the planned PSP growth as a whole.

Nature of Position:

With displacement crises reaching unprecedented levels and causing significant surges in funding needs, UNHCR has been considering alternative sources of funding, including contributions motivated by various faiths, i.e. Faith-based Philanthropy. UNHCR\xe2\x80\x99s Private Sector Partnerships Division (PSP) in the MENA region has been successfully exploring Islamic Philanthropy (IP), in particular Zakat (obligatory annual alms) and Sadaqah (voluntary contributions) from donors across the world. For the purpose, UNHCR has put in place a long-term IP strategy for an ambitious global roll-out, in line with the UNHCR Strategic Framework for Private Sector Fundraising and Partnerships: the $1 Billion Strategy, whereby IP is expected to cover up to 15% of this target by 2025.

Given the annual growth of Islamic philanthropic income for UNHCR in the MENA region following the launch of the Refugee Zakat Fund a few years ago, PSP is looking for a Senior PPH Officer to enforce its expertise in faith-based philanthropy both in the region and globally, envisaging this role to support the entire PSP network with the implementation of the IP roll-out strategy across key regions and markets. For this purpose, PSP is looking to further develop regional and global knowledge to build on the success of UNHCR\xe2\x80\x99s Refugee Zakat Fund, in order to scope and identify the faith-based philanthropy landscape and pave the way to expand this initiative to relevant countries worldwide.
