We are seeking an experienced MEP Engineer with comprehensive knowledge of Mechanical, Electrical, and Plumbing systems to manage all MEP-related aspects of our development projects across both pre-contract (design review, tender evaluation) and post-contract (construction supervision, testing & commissioning) phases.
This is a hands-on technical role that requires:
Deep technical knowledge of MEP systems (HVAC, electrical power & distribution, plumbing & drainage, fire protection, low voltage systems)
Strong coordination skills with consultants, contractors, and authorities
Ability to review complex MEP designs and ensure compliance
Practical site experience supervising MEP installation and commissioning
Understanding of UAE codes, DEWA requirements, and Civil Defense regulations
The successful candidate will be the technical guardian of MEP systems, ensuring that all building services are designed, installed, tested, and commissioned to the highest standards, meeting BI Group's quality expectations and regulatory requirements.
1. Key Responsibilities
1. PRE-CONTRACT PHASE (Design & Tender)
1.1 MEP Design Review & Coordination
Review and evaluate
Mechanical systems
(HVAC, Plumbing & Drainage, and Fire Protection).
Review and verify
Electrical systems
(Power, Lighting, and Low Voltage Systems).
Ensure MEP design adequacy, coordination, and compliance with project requirements and local standards.
1.2 MEP Systems Coordination
Coordinate across architectural, structural, and MEP disciplines to ensure design integration and clash-free systems.
Conduct multidisciplinary coordination meetings to resolve design conflicts.
1.3 Regulatory Compliance & Approvals
Liaise and coordinate with relevant authorities:
DEWA (Dubai Electricity & Water Authority)
Dubai Civil Defense
Dubai Municipality
District Cooling Providers (if applicable)
Ensure full compliance with UAE codes, standards, and regulations.
1.4 MEP Design Development Support
Provide engineering input during all design stages:
Concept & Schematic Design
Design Development
Detailed Design
1.5 Tender Documentation Review
Review MEP tender drawings, specifications, BOQs, and technical schedules.
Identify inconsistencies or gaps and propose corrective actions.
1.6 MEP Tender Evaluation
Conduct technical assessments and methodology reviews for MEP tender submissions.
Evaluate compliance with design intent, project standards, and scope of work.
Prepare
MEP Technical Evaluation Reports
with value engineering recommendations.
1.7 Value Engineering
Analyze MEP design for cost efficiency and sustainability.
Propose system optimizations and conduct
Conduct regular site inspections to monitor MEP installations and ensure adherence to approved drawings and specifications.
Implement quality assurance and verify proper installation techniques.
2.2 MEP Shop Drawing & Submittal Review
Review and approve

2.3 MEP Technical Query Management (RFIs)
Review and respond to RFIs in a timely and coordinated manner.
Issue site instructions or clarifications as required.
2.4 MEP Testing & Commissioning
Oversee testing and commissioning activities for all MEP systems.
Coordinate between contractors, consultants, and third-party specialists to ensure smooth handover.
2.5 Authority Inspections & Approvals
Coordinate all statutory inspections and approvals:
DEWA, Civil Defense, Dubai Municipality
District Cooling Provider (if applicable)
Master Developer final inspections (if applicable)
2.6 MEP Defects & Snagging
Conduct pre-handover snagging inspections for MEP systems.
Monitor defect rectifications and verify system performance before handover.
2.7 MEP Handover & Documentation
Manage final handover of all MEP systems.
Review and ensure completion of:
As-built drawings
O&M manuals
MEP software and programming records
Warranty documentation
Handover packages
2.8 Defects Liability Period (DLP) Support
Monitor MEP system performance during the DLP.
Manage defect reporting, corrective actions, and follow-up inspections.
2.9 Progress Monitoring & Reporting
Track and report MEP progress against project milestones.
Prepare technical progress reports, risk assessments, and issue logs.
Participate in project review meetings to provide MEP updates and recommendations.
REQUIREMENTS
EDUCATION & PROFESSIONAL QUALIFICATIONS
Essential:
Bachelor's degree in Mechanical Engineering
OR
Electrical Engineering
(mandatory)
Degree from recognized university
Valid UAE driving license
Highly Preferred:
Master's degree in MEP Engineering, Building Services Engineering, or related field
Professional certifications:
Chartered Engineer (CEng) - IMechE, IET, or equivalent
Professional Engineer (PE) registration
LEED AP (Building Design + Construction) or Estidama PQP
Certified Commissioning Authority (CxA) or similar
EXPERIENCE
Essential:
5-8 years UAE/GCC real estate development experience
(mandatory)
Experience with premium developers
(Sobha, Omniyat, Ellington, Imtiaz, Emaar, or similar)
Proven experience in
BOTH pre-contract and post-contract
phases
Residential and/or mixed-use development projects (mandatory)
Strong MEP design review and coordination experience
MEP construction supervision and commissioning experience
DEWA connection and approval process experience (mandatory)
Civil Defense fire protection approval experience (mandatory)
Track record of successful MEP delivery on projects AED 100M+
Preferred:
Developer-side experience (not just contractor or consultant background)
High-rise or complex MEP project experience
Experience with international MEP consultants
District cooling project experience
Smart building and BMS experience
Green building and sustainability project experience
Exposure to complete project lifecycle (design to handover)
