Job Description

General
Coordinate and monitor the design, implementation, operation, and maintenance of the mechanical, electrical, and plumbing (MEP) systems at the center. Ensure compliance with approved technical specifications and the safety and efficiency of the technical infrastructure, including preventive and corrective maintenance activities.


Key ResponsibilitiesGeneral DutiesDaily supervision of technicians working in HVAC, electrical, plumbing, and medical gas systems. Execute directives from the Head of Engineering and coordinate with the technical team to ensure continuity of technical services. Monitor the MEP contractor's adherence to the Preventive Maintenance Plan (PPM) as per the agreed schedule. Participate in preparing the department's estimated budget for projects, materials, equipment, and tools, and help reduce costs in coordination with the department head. Participate in the preparation, implementation, follow-up, and development of the operational plan for the department. Prepare, follow up, and execute Corrective Maintenance (CM) plans in coordination with technicians and contractors. Review and approve shop drawings, technical specifications, and material submittals for new projects. Prepare the technical specifications required for projects or procurement requests. Provide technical recommendations and feedback to the department head regarding projects and daily operations. Monitor and evaluate technicians' performance, provide technical support, and ensure work quality and system safety. Ensure compliance with quality standards and occupational health and safety systems. Supervise the implementation of Testing and Commissioning (T&C) and follow up on performance reports. Ensure compliance with international codes and standards (e.g., NFPA, ASHRAE, HTM). Monitor construction and safety permits and ensure all conditions are implemented.

Specialized DutiesManage and monitor the Preventive Maintenance Plan (PPM) by preparing and reviewing the periodic maintenance schedule and coordinating with the contractor to ensure proper execution. Monitor Corrective Maintenance (CM) activities, identify root causes, document sustainable technical solutions, and recommend preventive actions to avoid recurrence. Review and approve project technical documents and shop drawings to ensure compliance with technical and health standards, including technical submittals for material and equipment specifications. Prepare technical specifications for new works or system upgrades and contribute to drafting Request for Quotations (RFQ) and Bills of Quantities (BOQ). Supervise MEP technicians by assigning daily tasks, monitoring performance, and ensuring compliance with safety and quality procedures. Monitor the MEP contractor by coordinating maintenance plans and modifications, verifying the quality of work, and submitting necessary reports. Support project and expansion works by reviewing proposed engineering solutions and providing technical input for system and equipment selection. Prepare weekly and monthly technical performance reports, document completed work, analyze KPIs, and provide technical recommendations to the department head. Ensure proper archiving of maintenance documentation, drawings, and warranties.

Qualifications

Educational Qualifications
Bachelor's degree or higher in Electrical or Electromechanical Engineering or a closely related field.


Work Experience
Minimum 5 years of practical experience in MEP work within medical or similar facilities.


Experience dealing with external contractors and monitoring their performance.


Proficiency in using CMMS (Computerized Maintenance Management Systems).


Knowledge of international technical codes.
