Description

:Responsibilities:The Senior Industrial Master Planner is responsible for managing cluster development strategies for the international consulting firm preparing the update of the City's Industrial Master Plan 2000. This update shall pertain to economic, social and physical characteristics of the city and consider and include all public and private development in the city including but not limited to industrial, housing, commercial, education, parks, mosques etc.Working with an interdisciplinary management team, assesses opportunities in the city for industrial uses (including petrochemical and energy intensive industries) to formulate cluster plans that will be incorporated into the amended the Master Plan.Analyzes the Economic Plan and supporting cluster development feasibility studies as a basis for the Master Plan and future cluster economic planning.Conducts economic and technical analysis of potential cluster opportunities, reports on findings, and meets with department directors in order to obtain the needed feedback.Evaluates and prepares situational analyses to determine strategic opportunities and threats to the achievement.Develops business cases for new city/expansion in alignment with approved strategies.Performs necessary research into industrial clusters and provides specialist insight towards the development of industrial clusters accordingly.Analyses potential cluster opportunities and their impact, taking into consideration the Client's objectives, strategic plans and city needs. Working with an interdisciplinary management team , assesses opportunities in the city for industrial uses (including petrochemical and energy intensive industries) to formulate cluster plans that will be incorporated into the amended the Master Plan.Updating of goals, objectives and policies with respect to Industries coordinates with various stakeholders/ tenants/ investors in order to obtain the necessary feedback to refine industrial cluster plans and objectives.Works with current and expected future products as feedstock for future industrial clusters and to review other related information in order to assess any potential opportunities in the development of industrial clusters.Conducts cluster development feasibility studies and utilizes findings as a basis for future industrial cluster planning and conducts economic analysis of potential support cluster opportunities.Monitors and prepares reports on the growth and development of the industrial cluster plans under implementation, and provides the input on feedback in order to rectify deviations.Supervises, coordinates, and directs the needed teams to implement the needed detailed work plans to accomplish functions operational objectives.Oversees the implementation of operations plans, policies, procedures, and transition/ migration plans. Analysis of industrial land uses and clusters in the context of global, national, and regional industries, to include analysis of past trends, existing conditions and forecasts of future development on a sub-regional basis.Assistance in ongoing development and updatingAnalysis of the physical structure of city and recommendations regarding any required modifications.Experience and Qualifications:A Bachelor's degree in urban planning or related field. Minimum of ten (10) years of experience in Industrial/Cluster Planning, with an emphasis on petrochemical/ energy-intensive industries. A Master's in Business Administration from an accredited institution preferred. International experience is essential. Responsible for overall Project in terms of accomplishing the requirements of the scope of work in a management capacity. Must be able to plan, develop, co-ordinate and direct the total work through to completion.Excellent written and verbal presentation skills, and capable of independent report production.Capable of working independently with minimal supervision.Ability to communicate effectively in spoken and written English is essential.Experienced in working with other members of multidisciplinary planning and design teams
